Análisis de las sanciones impuestas por Estados Unidos a Irán desde 1979 hasta 2018

Abstract

Este trabajo se propone analizar las sanciones económicas impuestas por Estados Unidos a Irán en dos periodos diferenciados: de 1979 a 2013 y de 2018 hasta la actualidad. El análisis incluye un estudio de los motivos o fundamentos para su imposición, una relación de todas las sanciones impuestas, así como los efectos que estas sanciones han provocado sobre la economía iraní. Además, la investigación estudia si las sanciones han cumplido o no con los objetivos políticos principales perseguidos por las mismas, es decir, si han sido efectivas. Para ello se establece una diferenciación entre el objetivo político principal y el objetivo económico secundario. Igualmente, se procederá a analizar el Plan de Acción Conjunto y Completo desde una perspectiva económica, ahondando en el impacto que el levantamiento de sanciones –consecuencia de la implementación del anterior– tuvo sobre la economía de Irán. La última parte del trabajo recogerá un análisis comparativo de ambos periodos sancionadores y concluirá que el primer periodo de sanciones no cumplió ni con el objetivo político principal ni con el económico secundario, mientras que el segundo periodo parece que está cumpliendo con debilitar la economía de Irán, no obstante, sigue sin lograr un cambio en el comportamiento del gobierno iraní. Por último, se finalizará aseverando que de forma general ninguno de los dos periodos sancionadores ha sido eficaz en tanto Irán continuó y continúa en la actualidad persiguiendo sus aspiraciones nucleares.

This paper aims to analyze the economic sanctions imposed by the United States on Iran in two different periods: from 1979 to 2013 and from 2018 to the present. The analysis includes a study of the reasons or grounds for the imposition, a list of all the sanctions imposed, as well as the effects that these sanctions have caused on the Iranian economy. In addition, the investigation studies whether the sanctions have achieved or not the main political objectives pursued by them, that is, if they have been effective. For this purpose, a differentiation is established between the main political objective and the secondary economic objective. Likewise, the Joint and Complete Action Plan will be analyzed from an economic perspective, delving into the impact that the lifting of sanctions –consequence of the implementation of the deal– had on the economy of Iran. The last part of the work will provide a comparative analysis of both sanctioning periods and conclude that the first period of sanctions did not meet either the main political objective or the secondary economic objective, while the second period seems to be fulfilling the weakening of Iran's economy, however, it still does not achieve a change in the Iranian government’s behavior. Finally, this paper concludes by asserting that, in general terms, neither sanction period has been effective as Iran continued and continues to pursue its nuclear aspirations.
