Palancas estratégicas para un cambio sistémico en el turismo de América Latina y el Caribe: la financiación como motor estructural de cambio sostenible

Abstract

El turismo es uno de los principales motores económicos de América Latina y el Caribe, pero su modelo de desarrollo arrastra vulnerabilidades estructurales que la pandemia de la COVID-19 puso de manifiesto. Este trabajo analiza qué palancas estratégicas pueden convertir la financiación en motor de una transformación sostenible del sector. Adopta el marco de los puntos de apalancamiento de Meadows (1999) y Abson et al. (2016), que distingue cuatro niveles de intervención en un sistema, desde los parámetros operativos hasta los paradigmas que orientan sus decisiones. Tras revisar la evolución histórica del turismo regional, la economía sostenible, la sostenibilidad hotelera y los instrumentos de financiación disponibles, aplica este marco al estudio de caso de Iberostar Hotels & Resorts y su programa Wave of Change. El análisis revela que las palancas verdaderamente transformadoras del caso no son las certificaciones operativas ni los instrumentos financieros innovadores, sino el diseño de la gobernanza y la intención estratégica de la compañía. La conclusión principal es que el reto sistémico no consiste en multiplicar instrumentos financieros, sino en rediseñar las condiciones de acceso al capital, de modo que las pymes hoteleras hoy excluidas puedan activar esas mismas palancas profundas.

Tourism is one of the main economic engines of Latin America and the Caribbean, yet its development model carries structural vulnerabilities that the COVID-19 pandemic laid bare. This thesis examines which strategic levers can turn finance into an engine of the sector's sustainable transformation. It adopts the leverage points framework of Meadows (1999) and Abson et al. (2016), which distinguishes four levels of intervention in a system, from operational parameters to the paradigms that orient its decisions. After reviewing the historical evolution of regional tourism, sustainable economics, hotel sustainability and the available financing instruments, the framework is applied to a case study of Iberostar Hotels & Resorts and its Wave of Change programme. The analysis shows that the genuinely transformative levers in this case are not operational certifications or innovative financial instruments, but the design of the company's governance and its strategic intent. The main conclusion is that the systemic challenge does not consist in multiplying financial instruments, but in redesigning the conditions of access to capital, so that the hotel SMEs currently excluded can activate those same deep levers.
