ANÁLISIS DE VIABILIDAD DE LA OFICIALIZACIÓN DEL CATALÁN EN LA UNIÓN EUROPEA

Abstract

La oficialización del catalán en la Unión Europea se ha convertido en uno de los debates lingüísticos y políticos más relevantes de los últimos años. Aunque de primeras pueda parecer una cuestión exclusivamente relacionada con el idioma, su propuesta ha sacado a relucir otras tensiones que tienen que ver con la identidad cultural de las minorías lingüísticas, los intereses de los Estados miembros de la Unión Europea y las dinámicas de poder que rigen el funcionamiento de dicha institución. Este trabajo analiza la viabilidad real de la oficialización del catalán tomando de referencia el marco jurídico y contrastando la perspectiva nacional impulsada desde España y Cataluña con la perspectiva supranacional predominante dentro de la UE. Asimismo, se estudian los factores políticos, históricos y culturales que condicionan la toma de decisiones y explican las reticencias expresadas por los países que se oponen a la idea. Los resultados muestran que, jurídicamente hablando, la oficialización del catalán es posible, pero que eso no basta. Otros factores políticos y estratégicos, como por ejemplo la exigencia de unanimidad, el temor al efecto dominó sobre otras lenguas minorizadas o la influencia de determinados Estados, convierten esta cuestión en un problema de negociación política más que en una de viabilidad legal. En consecuencia, el debate sobre el catalán trasciende el ámbito lingüístico y nos hace replantearnos la veracidad del modelo de diversidad cultural y lingüística que la Unión Europea afirma defender.

The official recognition of the Catalan language in the European Union has become one of the most significant linguistic and political debates of the recent years. Although the fact that, at first glance, it may appear to be an issue solely related to language, the proposal has brought to light other concerns regarding the cultural identities of the European linguistic minorities, the interests of the EU’s member states, and the power dynamics that shape the functioning of the European Union. This paper analyses the real feasibility of granting Catalan the official status by examining the legal framework and comparing the national perspective promoted by Spain and Catalonia versus the supranational perspective that predominates within the EU. It also explores the political, historical, and cultural factors that influence decision-making and help explain the reservations expressed by the countries that oppose the proposal. The findings show that, from a legal perspective, the official recognition of the Catalan language is possible, but that there is much more to take into consideration. Other political and strategic factors, such as the requirement of unanimity, the concerns about a domino effect on other minority languages, and the influence of certain member states, turn this issue into a matter of political negotiation rather than legal feasibility. Consequently, the debate over Catalan extends beyond the linguistic field and invites us to reconsider the authenticity of the cultural and linguistic diversity that the European Union claims to support.
