ESTUDIO DEL FUNCIONAMIENTO DEL CONSEJO DE SEGURIDAD DE LA ONU Ánalisis crítico de sus intervenciones en los conflictos de Ruanda y Siria y propuestas de mejora

Abstract

El Consejo de Seguridad constituye el órgano principal de la ONU, recayendo sobre él la responsabilidad principal de esta organización: mantener la paz y seguridad internacionales. Sin apenas enmiendas desde su constitución en 1945, este órgano cuenta con un sistema procedimental basado en rigurosas normas contenidas en la Carta de la ONU. Pese a sus buenas intenciones, la historia demuestra que este órgano no siempre ha sido capaz de cumplir con sus funciones y que, a pesar de reconocer sus errores cuando ocurren, vuelven a repetirse una y otra vez. Por ello, a lo largo de los años muchos profesionales han desarrollado teorías sobre la mejor manera de enmendar este organismo, presentando propuestas muy interesantes que detallaremos a continuación. Este trabajo tiene como objetivo principal analizar las limitaciones del Consejo de Seguridad a la hora de proteger la paz internacional. Para conocer exactamente los puntos débiles del Consejo, revisaremos los eventos ocurridos en el genocidio de Ruanda de 1994 y en la actual guerra de Siria, analizando las intervenciones del Consejo y las aportaciones particulares de ciertos países que consideramos fundamentales para comprender en su totalidad la complejidad de los hechos. De esta manera, trazaremos un paralelismo entre ambos eventos, tratando de identificar las causas que entorpecen las intervenciones del Consejo, y buscando soluciones plausibles que eviten que esto vuelva a suceder en el futuro.

The Security Council is the main body of the UN, withholding the main responsibility of this organization: maintenance of international peace and security. With barely any amendments since its constitution in 1945, this body has a procedural system based on the strict standards imposed by the Charter of the United Nations. Despite its goodwill, history shows that this body is not always able to fulfill its duties and, even if the Council acknowledges its faults, mistakes keep on repeating themselves. For this reason, through the years many authors have developed different theories about the best way to amend this body, providing very interesting propositions that we will analyze thoroughly throughout this essay. This work pretends to analyze the limitations of the Security Council in protecting peace insecurity. In order to really comprehend the weak spots of the Council, we will go through the events that took place in Rwanda during the genocide of 1994 and the war in Syria that is happening right now, focusing on the interventions of the Council and specific contributions of some countries which we consider essential so as to really understand the complexity of these matters. By doing this, we will be able to draw a parallelism between both conflicts, trying to identify the common causes that delay the actions of this body and looking for plausible solutions that will avoid these problems in the future.
