El juego a dos niveles en la política migratoria en Italia; 2008- 2019

Abstract

La crisis de los refugiados de 2015 puso en el punto de mira la política migratoria de los países frontera, entre ellos Italia, así como la europea. Ese país constituye la entrada principal de los inmigrantes a Europa por la Ruta del Mediterráneo. El gobierno italiano es víctima de diferentes presiones a la hora de realizar su política migratoria, ya que por un lado sus votantes abogan por sus intereses y por otro lado la Unión Europea exige coherencia con los ideales europeos además de asegurarse del “bien común”. La teoría de las relaciones internaciones que explica este fenómeno viene de la mano de Robert Putnam (el denominado “juego a dos niveles”) en la cual se enmarcará la investigación de la política migratoria en Italia en los últimos diez años. Desde la política securitaria y los escándalos de Silvio Berlusconi hasta las políticas de Salvini que le mantienen constantemente en titulares de la prensa, se hará un recorrido por cómo ha ido evolucionando dicha política y qué factores han sido los más influyentes.

The refugee crisis of 2015 put the immigration policy of border countries including Italy, as well as the European one, in the spotlight. It is the main entrance of immigrants to Europe along the Mediterranean Route. The Italian government is the victim of different pressures when it comes to carrying out its migration policy. On the one hand, its voters advocate their interests; on the other hand, the European Union demands coherence with European ideals as well as ensuring the "common good". The theory of international relations that best explains this phenomenon comes from the hand of Robert Putnam, "Double-Edged Diplomacy" which will frame the investigation of immigration policy in Italy in the last decade. From the security package and the scandals of Silvio Berlusconi to the extreme policies of Salvini's policies that keep him constantly in the headlines of the press; there will be an analysis throughout immigrant policy evolution and which factors have been the most influential.
