Crisis migratoria venezolana : análisis de la respuesta internacional

Abstract

El objetivo de este trabajo es determinar cuál es la respuesta que la comunidad internacional debe dar a la crisis migratoria venezolana. Este propósito se concreta, a su vez, en dos partes: primero, identificar quién tiene la responsabilidad de intervenir y, segundo, definir quién y cómo debe hacerlo para que la respuesta sea eficiente. La importancia del trabajo está justificada por la gran relevancia de la crisis a la que trata de dar respuesta. Ésta es considerada la peor crisis humanitaria y migratoria de la historia de Latinoamérica y se espera se prolongue en tiempo. Además, el trabajo es de gran relevancia porque sus conclusiones son valiosas no sólo para la mejor protección de los migrantes, sino también para la defensa de los intereses de los países receptores. El trabajo consta de dos partes: primero, la construcción del marco teórico a través de una labor de revisión de literatura y, segundo, un análisis de caso de la situación en Venezuela, los flujos migratorios derivados de ella y la respuesta internacional a nivel estatal, regional y global desde 2017. Para el análisis empírico se aplica la técnica documental. La información empleada es de carácter secundario y las fuentes de dicha información son, en todos los casos, oficiales (documentos generados por gobiernos y organizaciones internacionales). El análisis de la evidencia empírica desde la perspectiva ofrecida por el marco teórico permite obtener dos conclusiones principales y que responden al objetivo doble del trabajo. En primer lugar, se concluye que la comunidad internacional, en todas sus formas y niveles, tiene la responsabilidad de responder a la crisis migratoria para proteger a los venezolanos. En segundo lugar, se identifica que una respuesta eficiente a la crisis migratoria venezolana requiere no sólo de la participación a nivel estatal, regional y global; sino también de la cooperación y coordinación de las actuaciones a estos tres niveles. Así, dada la complejidad y multidimensionalidad de la crisis migratoria, la actuación más eficiente será aquella que aproveche y potencie la complementariedad de las respuestas a nivel estatal, regional y global.

The aim of this paper is to identify the response the international community should give to the Venezuelan migration crisis. This goal is divided in two minor objectives: first, to determine who has the responsibility to respond and, second, to define how the response should be tailored to react efficiently to the crisis. The importance of the paper is justified by the relevance of the crisis it responds to. It is considered the worst humanitarian and migration crisis in Latin American history and it is expected to persist over time. In addition to this, the paper is highly relevant because its conclusions are valuable not only for migrants and their security but for recipient countries and their interests as well. The paper consists of two differentiated parts: first, a section of literature review that provides the theoretical background for the analysis and, second, a case study on the situation in Venezuela, its migratory flows and the international response at the state, regional and global level since 2017. The methodology used for the empirical analysis is the review of secondary information obtained from official sources (this refers to documents generated by governments or international organizations). The analysis of the empirical evidence through the theoretical perspective introduced in the literature review allows to draw two main conclusions that respond to the dual objective of the paper. First, the international community has the responsibility to actively respond to the crisis in order to protect Venezuelan migrants. Second, an efficient response to the crisis requires not only the intervention at the state, regional and global level, but also the cooperation and coordination of the operations at each of these three levels. Accordingly, and given the complexity and multidimensionality of the migration crisis, the most efficient response is the one that recognizes, boosts and takes advantage of the complementarity between the responses at the state, regional and global level.
