EL PROYECTO DECIDE MADRID: IMPULSO DE LA PARTICIPACIÓN CIUDADANA EN EL ÁMBITO LOCAL

Abstract

Realizar un análisis de la participación ciudadana y el proyecto de Decide Madrid a través de una memoria de su experiencia y su interpretación desde varias ópticas: su origen a través de la modificación administrativa y legislativa del sistema y Área de Gobierno del Ayuntamiento de Madrid. Procediendo a un análisis sobre la efectividad del sistema de participación ciudadana a través de su estructura y procesos realizados hasta la fecha. Igualmente, analizar la preponderancia de participación ciudadana a nivel local, ver cómo se interrelaciona con los cambios políticos y administrativos respecto a su ejercicio como manifestación de la autonomía local frente a niveles superiores, el avance del principio de subsidiariedad y los defectos y proezas de la democracia directa.

An analysis of citizen participation and the project of Decide Madrid through its experience and its interpretation from various viewpoints: its origin in the administrative and legislative modification of the system and the Area of Government of Madrid's City Hall. Afterwards the analysis of its efficiency, analysing its structure and the processes undergone until 2019. Likewise, arguing over the preponderance of citizen participation at the local level, how it is connected to political and administrative changes as a manifestation of local autonomy in contrast with higher administrative levels, the advancement of the principle of subsidiarity and the pros and cons of direct democracy.
