El fenómeno de la pobreza energética

Abstract

La pobreza energética es una de las múltiples caras de la pobreza. Un fenómeno ciertamente invisible y relegado a un segundo plano por parte de la sociedad y de los poderes públicos que hoy ocupa la agenda política del Estado español. La presentación en el año 2012 por parte de la Asociación de Ciencias Ambientales (ACA) del primer informe en materia de pobreza energética daba nombre a una realidad de gran calado en la sociedad española y comenzaba a remover los cimientos de lo que hoy conocemos como la lucha contra la pobreza energética. Si bien, el Estado español ha dado un gran paso, ciertamente cuestionado, con la recién aprobada Estrategia Nacional contra la pobreza energética, lo cierto es que desde sus inicios ha sido considerado un país atrasado en la lucha contra este problema social, un país que por no tener no tenía ni una definición oficial en la materia y que, en consecuencia, la legislación que aprobaba se hallaba vacía de contenido. En este contexto, surge la premisa de que el fenómeno de la pobreza debe ser tratado desde la perspectiva del reconocimiento de un derecho básico a la energía y la obligación de los poderes públicos de garantizar su acceso, y no desde el punto de vista de la energía como el negocio de las grandes eléctricas. El sector energético se enfrenta, en este sentido, a un futuro y largo proceso de cambio y evolución, que más que mirar hacia las nuevas tecnologías, mira hacia el cambio del modelo y de la cultura ligados al mismo. En última instancia, la protección del consumidor o cliente vulnerable es lo que las organizaciones sociales reclaman al Gobierno de la Nación. Medidas y políticas efectivas que partiendo de una realidad no distorsionada por la sociedad aborden de una vez por todas un problema que lejos de desaparecer se encuentra en pleno crecimiento.

Energy poverty is one of the many faces of poverty. A phenomenon that is certainly invisible and relegated to second place by society and the public authorities, which today occupies the political agenda of the Spanish State. The presentation in 2012 by the Association of Environmental Sciences (ACA) of the first report on energy poverty gave name to a reality of great significance in Spanish society and began to remove the foundations of what we now know as the fight against energy poverty. Although the Spanish state has taken a big step, certainly questioned, with the recently approved National Strategy against energy poverty, the truth is that from its beginnings it has been considered a backward country in the fight against this social problem, a country that did not have an official definition in the matter and that, consequently, the legislation it approved was empty of content. In this context, the premise arises that the phenomenon of poverty must be treated from the perspective of the recognition of a basic right to energy and the obligation of the public powers to guarantee its access, and not from the point of view of energy as the business of the big electricity companies. In this sense, the energy sector is facing a future and a long process of change and evolution, which rather than looking towards new technologies, looks towards a change in the model and culture linked to it. Ultimately, the protection of the vulnerable consumer or client is what social organizations demand from the Government of the Nation. Effective measures and policies that, starting from a reality not distorted by society, tackle once and for all a problem that, far from disappearing, is in full growth.
