Las nuevas guerras: adaptación de la estrategia de España ante las amenazas internacionales emergentes

Abstract

Las organizaciones terroristas yihadistas son actores no estatales que en los últimos años han ganado un fuerte protagonismo internacional. Los Estados se han visto en la obligación de tener que adaptar sus estrategias de seguridad y defensa dentro y fuera de sus fronteras para hacer frente a los objetivos identitarios que estos grupos persiguen. Además, la utilización de métodos de combate no tradicionales, hace que los Estados deban desarrollar nuevas técnicas para la prevención y erradicación de estos movimientos extremistas así como sus consecuencias. Definir las características de los grupos terroristas en torno a su naturaleza, sus formas de financiación, sus objetivos y los métodos empleados, permite construir un marco de estudio sobre el que analizar la respuesta de los Estados en base a estos cuatro pilares. Esta investigación busca determinar si la estrategia de España se ha adaptado frente a la amenaza que suponen los grupos terroristas yihadistas Al Qaeda, Daesh y sus filiales.

Jihadist terrorist organizations are non-state actors that have gained a strong international profile in recent years. States have been forced to adapt their security and defence strategies within and outside their borders in order to address the identity-based objectives that these groups pursue. Furthermore, the use of non-traditional methods of combat means that States must develop new techniques for the prevention and eradication of these extremist movements and their consequences. Defining the characteristics of terrorist groups in terms of their nature, their forms of financing, their objectives and the methods used makes it possible to build a framework of study on which to analyse the response of States on the basis of these four pillars. This research seeks to determine whether Spain's strategy has been adapted to the threat posed by the jihadist terrorist groups Al Qaeda, Daesh and their affiliates.
