Las amenazas para las estructuras de la seguridad colectiva. Un estudio comparativo de la seguridad europea en los años 30 y en la década de 2010-20

Abstract

Tras el desenlace de la Primera Guerra Mundial, Europa se vio inmersa en una época de conflictos originados en gran parte por las severas sanciones impuestas a los perdedores de dicha guerra. El intento de establecer un sistema de seguridad colectiva mediante la creación de la Sociedad de Naciones terminó siendo un fracaso, no estando preparada la organización para hacer frente a las múltiples amenazas de la década de los años 30. Así pues, el fiasco de dicha institución se hizo patente con el estallido de la IIGM, tras la cual el sentimiento liberal volvió a resurgir, estimulando de esta forma la creación de nuevas estructuras de seguridad colectiva con el objetivo de mantener la paz y seguridad en el mundo. Es por ello que el trabajo trata de revelar el progreso obtenido en dichas organizaciones, examinando cada una de ellas con detalle y mostrando sus funciones, así como analizando algunas de sus intervenciones en los conflictos más relevantes del siglo XXI. Finalmente se recogen a modo de conclusión las ventajas e inconvenientes que supone el convivir en un sistema multilateral dirigido por organizaciones de este tipo.

After the end of the First World War, Europe was plunged into an era of conflict largely caused by the severe sanctions imposed on the losers of that war. Also, the attempt to establish a system of collective security through the creation of the League of Nations finally ended up being a failure, as the organization was not prepared to face the multiple threats of the 1930s. Thus, the fiasco of that institution became evident with the outbreak of the WWII, after which the liberal sentiment resurfaced again, thus stimulating the creation of new collective security structures with the aim of finally maintaining peace and security around the world. Therefore, the study tries to reveal the progress obtained in the new organizations, examining each one of them in detail and showing their functions, as well as analyzing some of their interventions in the most relevant conflicts of the 21st century. Finally, all the advantages and disadvantages of living together in a multilateral system led by organizations of this type are presented as a conclusion.
