China and the Telecommunications War: The Threat of the Rising Power and its Impact on the International Order

Abstract

Las tecnologías de quinta generación (5G) están llamadas a convertirse en el esqueleto del nuevo mundo. Las capacidades de baja latencia y alta frecuencia del 5G permitirán que cualquier cosa se conecte a Internet, desde un teléfono inteligente hasta las infraestructuras críticas de todo un país. Las ventajas económicas y geopolíticas del 5G han significado que todas las compañías multinacionales de telecomunicaciones aspiren a liderar su implementación global. Sin embargo, el campeón indiscutible hasta ahora es una empresa China: Huawei. Esta realidad no sería alarmante si se creyera que Pekín es un poder neutral en la guerra de las telecomunicaciones. No obstante, es innegable que el gobierno Chino está decidido a promover intereses estratégicos a expensas del éxito mundial de Huawei. El propósito de este estudio es analizar por qué 5G es tan convincente para Pekín y cómo podría usar esta tecnología para lograr la hegemonía en su patio trasero: el Mar del Sur de China. En este sentido, se proporcionará una investigación de los aspectos fundamentales de la tecnología 5G, para así comprender cómo Pekín está utilizando la infraestructura de Huawei para enmendar la ausencia de un ejército fuerte. El objetivo final de este estudio es arrojar luz sobre una realidad ampliamente ignorada: La tecnología 5G está permitiendo a China remodelar el orden mundial existente.

Fifth Generation Technologies (5G) are set to become the skeleton of the new world. The low latency and high frequency capabilities of 5G will allow anything to be connected to the internet, from a smartphone to the critical infrastructures of an entire country. The economic and geopolitical advantages of 5G have meant that every multinational telecommunications company aspires to lead its global implementation. However, the indisputable champion so far is a Chinese firm – Huawei. This reality would not be alarming if Beijing were believed to be neutral in the telecommunications war; yet it undeniable that the Chinese government is determined to advance strategic interests at the expense of Huawei’s worldwide success. The purpose of this study is therefore to analyse why 5G is so compelling to Beijing and how it could use this technology to achieve hegemony in its backyard: The South China Sea. A comprehensive research of 5G as a technology will thus be provided in order to understand how Beijing is using Huawei’s infrastructure to make amends for the absence of a strong military. The ultimate aim of this study is to shed light on a widely disregarded reality – that 5G is allowing China to reshape the existing world order.
