Conflicto República de China – República Popular China : una batalla diplomática en América Latina y el Caribe

Abstract

Cuando en 1971, la Asamblea General de las Naciones Unidas aprobó la Resolución 2758 propuesta por Albania, por la cual Taiwán quedaba totalmente expulsada de la ONU y sin reconocimiento a nivel internacional, la tensión entre Taiwán (República de China) y China (República Popular China) comenzó a crecer. Este trabajo de investigación trata de comprender el conflicto entre la República de China y la República Popular China y el papel que desempeña la diplomacia llevada a cabo por ambos en América Latina y el Caribe. A lo largo del trabajo se analizará la posición de cada territorio; así como las distintas defendidas en Taiwán y cómo estas han dado lugar a los distintos momentos que ha atravesado la relación China-Taiwán. Esta tensión se ve reflejada en la política exterior que llevan a cabo en América Latina y el Caribe. Esta investigación muestra por qué una región tan lejana, en términos geográficos, como América Latina y el Caribe desempeña un papel protagonista en este enfrentamiento. Asimismo, se analizarán las distintas estrategias diplomáticas desempeñadas en la región, tanto por la República de China como por la República Popular China, y se le prestará particular atención al uso de la Ayuda Oficial al Desarrollo como herramienta diplomática.

When in 1971 the United Nations General Assembly approved the Resolution 2758 proposed by Albania, by which Taiwan was totally expelled from the UN and left without international recognition, the tension between Taiwan (Republic of China) and China (People's Republic of China) began to grow. This research paper seeks to understand the conflict between the Republic of China and the People's Republic of China and the role played by the diplomacy carried out by both in Latin America and the Caribbean. Throughout the project, the position of each territory will be analyzed; as well as the different positions defended in Taiwan and how these have given rise to the different moments that the China-Taiwan relationship has gone through. This tension is reflected in the foreign policy that they carry out in Latin America and the Caribbean. This research shows why a region as distant, in geographical terms, as Latin America and the Caribbean plays a leading role in this confrontation. It will also analyze the different diplomatic strategies carried out in the region by both the Republic of China and the People's Republic of China, and will pay particular attention to the use of development aid as a diplomatic tool.
