¿Cuál es el futuro de la Unión Europea? El debate entre las opciones federalista e intergubernamental desde una perspectiva histórica.

Abstract

Este trabajo tiene como objetivo analizar las dos grandes corrientes de las Relaciones Internacionales que han estado presentes en la construcción de la Unión Europea (UE) desde sus orígenes hasta la actualidad. Una vez vistas las bases teóricas de estas corrientes y su influencia en la historia del proceso de integración europeo, debatiremos la dualidad entre la profundización en el proyecto intergubernamental, que ya cuenta con matices federalistas, o la reformulación idealista de la estructura europea hacia un federalismo integrado. Para este debate, tendremos en cuenta los nuevos desafíos a los que tiene que hacer frente la Unión Europea en los últimos años, como la discusión sobre la Unión Fiscal, el equilibrio europeo tras el Brexit, la lucha contra el terrorismo o la crisis de la Covid-19.

This work aims to analyse the two main perspectives of International Relations that have been influenced in the construction of the European Union (EU) from its origins to the present. Once we have seen the theoretical bases of these perspectives and their influence on the European integration process’ history, we will debate the duality between the deepening of the interngovernmental project, which already has federalist nuances, or the idealistic reformulation of the European structure towards an integrated federalism. For this debate, we will take into account the new challenges that the European Union has to face in recent years, such as the discussion on the Fiscal Union, the European balance after Brexit, the fight against terrorism or the crisis of the Covid-19.
