Las relaciones internacionales en la Unión Europea en tiempos de crisis: El caso del Covid 19

Abstract

Desde su creación la Unión Europea ha tenido que enfrentarse a diferentes crisis, tanto económicas como institucionales. Una de ellas, es la surgida por la pandemia del Covid-19. Este TFG tratará de explicar desde un punto de vista económico y de relaciones internacionales como ha actuado la Unión Europea en situaciones de crisis, en especial en la actual del coronavirus. Se analizará la forma de actuación de la UE, las dificultades surgidas por la falta de una unión fiscal y la manera en la que se repartirían las ayudas que han generado tensos debates internos entre los países del sur, partidarios de ayudas a fondo perdido, y los países denominados frugales. Al mismo tiempo, se comparará la gestión de estas crisis con un país federal como es Estados Unidos, comparando ambos modelos y los sistemas de integración, teniendo en cuenta la toma de decisiones y la unión fiscal existente en ambos sistemas federales.

Since its creation, the European Union has had to face different crises, both economic and institutional. One of them is the one caused by the Covid-19 pandemic. This TFG will try to explain from an economic and international relations point of view how the European Union has acted in crisis situations, especially in the current coronavirus crisis. It will analyze the way the EU has acted, the difficulties arising from the lack of a fiscal union and the way in which aid would be distributed, which have generated tense internal debates between the southern countries, in favor of non-refundable aid, and the so-called frugal countries. At the same time, the management of these crises will be compared with a federal country such as the United States, comparing federal models and integration systems, taking into account the decision-making and fiscal integration existing in both systems.
