From aiding to investing: Strategic approaches to bridging the humanitarian/development divide in the management of the post-2020 Syrian Refugee Crisis in Lebanon

Abstract

El propósito de este trabajo es explorar la el contexto actual de los refugiados sirios en el Líbano, para construir un modelo que sirva para su desarrollo a largo plazo. Un modelo que sirva para unir la brecha entre lo humanitario y el desarrollo. El análisis analizará cuatro aspectos claves de la vida de los refugiados en El Líbano, así como los principales problemas a solucionar. Estos aspectos son: regularización y finanzas, políticas de acogida y alojamiento, coordinación entre agencias y alfabetización digital. Basándose en información recogida en el campo y fuentes secundarias de expertos en el campo, el trabajo hablará de diferentes oportunidades de inversión social: por ejemplo, acceso a servicios financieros, alojamiento de baja inversión, modelos blockchain para mejorar la transparencia y la mejora de la brecha digital.

The purpose of this paper is to explore the current context of Syrian refugees in Lebanon to find a model that serves their development in the long term. A model that strives to bridge the gap between relief and investment, the so-called humanitarian/development divide. The paper will look at four core aspects of the current model as well as their inherent fault lines that need urgent redesigning, which are labor and finance, housing, agency coordination, and digital literacy and education. Using data gathered on the field, as well as online interviews and literature from secondary sources, the paper will speak about potential investment opportunities in each of the mentioned aspects: for instance, access to financial services, low-investment housing, cooperation with local agencies, blockchain models for transparency and efforts to bridge the digital divide.
