EU foreign policy coherence: the Venezuelan Presidential crisis

Abstract

Este trabajo pretende analizar la capacidad de la Unión Europea de desarrollar decisiones de política exterior. Las posibilidades institucionales de la Unión en el ámbito de las Relaciones Internacionales constituyen un tema de actualidad en un contexto en que la Unión Europea se enfrenta a una crisis liderada por el euroescepticismo, lo que justifica su tratamiento en este trabajo. En este trabajo se entiende que la política exterior implica una filosofía, unos objetivos generales y específicos, disponer de una serie de instrumentos, de un presupuesto financiero y, fundamentalmente, de unidad, coherencia y una programación. Con el fin de estudiar si la Unión verdaderamente cumple con estos elementos, esta investigación trata de identificarlos a partir de la respuesta dada por la Unión Europea a la crisis Presidencial venezolana de 2019. El estudio de caso permite analizar el comportamiento de las instituciones europeas y de los Estados miembros frente a un asunto tradicionalmente vinculado a la soberanía: el reconocimiento de gobiernos. Así, uno de los factores más relevantes a estudiar es la influencia de las presiones internas y la divergencia de intereses entre los miembros de la Unión. Por otro lado, al tratarse de un asunto de relevancia internacional, también permite investigar la coherencia de la Unión frente a posibles influencias y presiones extranjeras.

This paper aims to analyze the extent to which the European Union presents an ability to develop foreign policy decisions. The institutional capabilities of the Union in the sphere of International Relations, at a time in which the European Union is facing a crisis marked by Euroscepticism are on the international agenda and will be treated in this study. This investigation departs from a concept of foreign policy that implies a philosophy, certain general and specific objectives, instruments, a financial budget, and most importantly, coherence, unity and programming. With the aim of studying whether the Union truly presents these requirements, this paper attempts to identify them in the European response to the 2019 Venezuelan Presidential crisis. The case study allows the analysis of the behavior of European institutions as well as that of member states, towards an issue that has been traditionally linked to sovereignty: the recognition of governments. Thus, one of the most important factors to analyze is the influence of internal pressures and the separate interests of the Union´s members. On the other hand, being an internationally relevant matter, it also allows to investigate the coherence of the European Union against the influences and pressures exercised by external powers.
