Geopolítica energética turca: recursos y poder en el Mediterráneo.

Abstract

La ventana de oportunidades abierta a raíz del boom del gas mediterráneo de 2010 ha añadido la enésima variable al estudiado caso de desarrollo económico y político que ya de por sí era la Turquía contemporánea. Esto es así, puesto que se trata un Estado netamente importador de energía, ubicado y entendido, además, como puente o barrera por excelencia entre, por un lado, los energéticamente ricos Oriente Medio y Rusia y, por otro, una también dependiente Unión Europea hacia la que mira entre el recelo y el deseo. Esta recientemente renovada posición absoluta y relativa constituye, de este modo, el objeto de nuestra exploración, dirigida a obtener una mejor comprensión de los intereses en juego capaz de iluminar el todavía incierto signo del descubrimiento gasístico. Sobre estos antecedentes, el presente trabajo revisa varios constructos teóricos agrupados bajo el paraguas de la teoría realista con el ánimo de enmarcar la actuación exterior regional de la Turquía de Erdoğan durante la última década. A la luz de esta corriente, que enfatiza el poder y la autosuficiencia en las relaciones entre Estados movidos por el ímpetu de supervivencia, las pretensiones turcas de liderazgo regional son analizadas a través del representativo y convulso eje conductor de su política energética. Para ello, la elusiva noción de geopolítica –hecha a medida para explicar la lucha por recursos, poder y territorio- es abordada a través del examen de los varios frentes que se abren ante la Turquía de Erdoğan, debidamente estudiada antes. Así, el espectro regional del trabajo viene constituido por la proyección otomana, a propósito del descubrimiento mediterráneo, frente a Chipre, Grecia, la Unión Europea, el Foro del Gas, la OTAN, Israel y Egipto. Una vez examinados, cobrará sentido el análisis del puzzle de influencia e infraestructura con que Turquía aspira a maximizar las ventajas de su ambivalente geografía.

The window of opportunity unleashed by the Mediterranean gas boom of 2010 adds one more layer to the already thriving case for economic and political development which is modern Turkey. Among the many other reasons behind, this is mainly to blame on being a net energy importer and a classic bridge or wall between the energy rich Middle East and Russia, and the half-rejected, half-desired, energy-hungry European Union. On the grounds of this renewed absolute and relative setting, our research is built in order to gain a better understanding of the stakes involved and the fate of the abovementioned discovery. Upon these grounds, the present work reviews several theoretical concepts gathered under the realist theory with the aim to frame the regional foreign behavior of Erdoğan’s Turkey during the past decade. In light of this thinking, which emphasizes power and self-sufficiency in the interaction between States looking for their own survival, the Turkish will of regional leadership is analyzed through the eloquent and shaken axis of its energy policy. To this end, the elusive notion of geopolitics –tailored to the explanation of power politics and the battle for resources and land- is explored through the depiction of the many fronts displayed before Turkey’s eyes. Therefore, the regional range of this work comprises the ottoman shadow, by way of the Mediterranean findings, projected before Cyprus, Greece, the European Union, the Gas Forum, NATO, Israel and Egypt. Once sailed across these, we shall proceed to a final and clear analysis of the influence and infrastructure puzzle by means of which Turkey seeks to maximize the pros of its ambivalent geographical setting.
