The decline of American power and the growing presence of China from a Eurocentric perspective

Abstract

Las posibilidades de cooperación y la conjunción de intereses han hecho que Europa se abra progresivamente a China en las últimas décadas. Sin embargo, el impulso global que ha cobrado en los últimos años el modelo político comunista chino está llevando a las autoridades europeas a adoptar una posición más cautelosa respecto a la colaboración en el ámbito económico y en otras áreas.

El creciente enfrentamiento entre China y Estados Unidos ha llevado a Europa a replantearse su posición en el nuevo orden mundial. Europa debe tomar la opción de seguir cooperando con China, aunque ello suponga un cambio en las alianzas tradicionales, o mantenerse en el antiguo sistema hegemónico arriesgándose a una disociación de China.

Existe un enorme espacio de cooperación en materia de medio ambiente, tecnología y comercio. Europa tiene mucho que ofrecer al nuevo orden mundial y podría influir en la perspectiva de China en algunas áreas controvertidas como el cumplimiento del derecho humanitario. El diseño de esta estrategia no sólo es crucial para la siguiente era basada en el multilateralismo, sino también para la reafirmación de los fundamentos del proyecto europeo.

Este trabajo pretende analizar el declive del poder estadounidense, así como el ascenso del gigante asiático, como forma de comprender mejor el contexto en el que Europa se enfrenta a una elección ineludible.

The possibilities of cooperation and the conjunction of interests have made Europe open up to China progressively in the last decades. However, the global momentum gained in the last years by the communist Chinese political model is leading European authorities to take a more precautious position towards collaboration in the economic sphere and in other areas.

The growing confrontation between China and the United States has led Europe to rethink its position in the new world order. Europe must take an option of either continuing to cooperate with China even if this means changing the traditional alliances or stick to the former hegemonic system risking a decoupling from China.

There is a huge space in cooperation concerning the environment, technology and trade. Europe has a lot to offer to the new world order and could make a difference in influencing China’s perspective in some controversial areas such as compliance with humanitarian law. The design of this strategy is not only crucial for the following era based on multilateralism, but also for the reaffirmation of the foundations of the European project.

This paper aims at analyzing the American decline of power as well as the rise of the Asian giant, as a way to better understand the context in which Europe is confronted with an unavoidable choice.
