Análisis de las razones que han motivado a Estados Unidos a retirarse de Afganistán

Abstract

Desde la llegada de las tropas americanas a Afganistán en 2001, el país comenzó un período que parecía indicar la posibilidad de una posible recuperación tras la aprobación de una nueva constitución en 2004 y la elección del presidente Hamid Karzai. Sin embargo, los ataques por parte de grupos terroristas continuaron y los primeros indicios de que la presencia americana no podría solucionar el conflicto aparecieron, anunciando Obama la retirada de las tropas americanas del país. Sin embargo, tuvieron que pasar dos mandatos más, el de Donald Trump y Joe Biden, para que finalmente este último decidiese llevar a cabo la retirada completa de las tropas, en agosto de 2021 tras 20 años de presencia militar. Este trabajo pretende por un lado analizar los principales hechos ocurridos en Afganistán que muestran una creciente necesidad de una retirada. Por otro lado, se analizan desde una perspectiva neorrealista las posibles razones que podrían haber motivado la decisión de retirarse de Afganistán aún sabiendo que los talibanes permanecían en el territorio siendo todavía una amenaza para el país. Se consideran en este análisis los intereses y las prioridades estratégicas de Estados Unidos, la evolución de la amenaza terrorista, así como factores económicos y el poder de cambio del gobierno americano en el país.

Since the arrival of American troops in Afghanistan in 2001, the country began a period that seemed to indicate the beginning of a reconstruction after both the adoption of a new constitution in 2004 and the election of President Hamid Karzai. However, attacks by terrorist groups continued and the first signs that the American presence could not solve the conflict appeared. At this time, Obama announcing the withdrawal of American troops from the country. However, two more presidents had to come, that of Donald Trump and Joe Biden, for the latter to finally decide to carry out the complete withdrawal of troops, in August 2021 after 20 years of military presence. This paper aims on the one hand to analyze the main events in Afghanistan that show a growing need for a withdrawal. On the other hand, it analyzes from a neorealist perspective the possible reasons that could have motivated the decision to withdraw from Afghanistan, even when the Taliban remained in the territory and were still a threat to the country. This analysis considers the interests and strategic priorities of the United States, the evolution of the terrorist threat, as well as economic factors and the power of change of the American government within the country.
