La UE frente a las armas químicas y biológicas. Especial atención a los mecanismos de control y su no proliferación frente al terrorismo.

Abstract

Con esta propuesta, intento ofrecer una comparativa en relación con los esfuerzos desplegados para la consecución de la no proliferación, e incluso eliminación total, de las armas químicas y biológicas. Estas últimas, han sido objeto de minusvaloración en el ámbito internacional, incluido el ámbito de la UE. Por ello, resulta de especial interés distinguir entre los esfuerzos dispensados a la no proliferación de armas químicas y los esfuerzos para la no proliferación de armas biológicas. Por otra parte, también se incluye, para acotar aún más el TFG, a los esfuerzos desarrollados por la UE para que las armas químicas y biológicas no caigan en manos de actores no estatales, como son los grupos terroristas y también las sanciones impuestas por la UE a estos actores no estatales distinguiendo si han sido efectivas o no para frenar a dichos grupos terroristas, siendo esta última la propuesta central del trabajo.

With this proposal, I try to offer a comparison in relation to the efforts deployed to achieve the non-proliferation, and even the total elimination, of chemical and biological weapons. The latter have been underestimated in the international arena, including the EU. For this reason, it is of special interest to distinguish between the efforts devoted to the non-proliferation of chemical weapons and the efforts for the non-proliferation of biological weapons. On the other hand, it also includes, to limit the TFG even more, the efforts developed by the EU so that chemical and biological weapons do not fall into the hands of non-state actors, such as terrorist groups and also the sanctions imposed by the UE to these non-state actors distinguishing whether or not they have been effective in curbing said terrorist groups, the latter being the central proposal of the work.
