Influence of climate change on migration study case : Kenya

Abstract

Los desastres naturales son una causa de migración, y desde que se empezaron a percibir los efectos del cambio climático, este tipo de migración ha aumentado hasta el punto de que la comunidad internacional ha decidido que se tiene que gestionar. Debido a esto, las organizaciones internacionales han publicado en las últimas décadas multitud de documentos para atajar el cambio climático, la migración y el nexo entre ambos. Sin embargo, la mayoría de estos documentos no son vinculantes, y aunque lo sean, no se encargan de los problemas específicos que sufre la población que vive en los lugares más afectados. Este trabajo revisa los documentos y normativa internacionales que se han publicado relativos al cambio climático, la migración o ambos; y describe tres efectos que están provocando desplazamientos en Kenia: sequías, inundaciones y degradación de la tierra. Finalmente, analiza las políticas y legislaciones que han intentado resolver estos tres problemas a través de los principios y documentos internacionales. Los resultados sugieren que, aunque contribuyen a las políticas y acciones, y son una ayuda para tener claros los objetivos que la comunidad internacional debe tratar de alcanzar para resolver el problema, tienen que ser más específicos, tener mayor alcance y más autoridad para resolver adecuadamente los problemas que tratan.

Natural disasters are a driver of migration, and ever since climate change’s effects began to be noticed, this type of migration has increased to the point where the international community has decided that it has to be dealt with. Therefore, in the last decades several documents have been issued by international organizations in order to tackle both climate change, migration, and the nexus between both. However, most of these documents are not binding, and even when they are, they do not address the specific issues that the population living in the most affected places suffer. This paper reviews the international documents and normative that have been released and that affect climate change, migration, or both; and it outlines three effects that are provoking displacements in Kenya: drought, floods, and land degradation. Finally, it analyzes the policies and legislation that have attempted to solve these three problems by channeling the principles and international documents. The results suggest that although they do contribute to the policies and actions and are helpful to have a clear image of the goals that the international community should strive towards in order to solve the problem, they lack specificity, scope, and authority to properly solve the problems they treat.
