Desarrollo de un KPI sintético para medir la recuperación española frente al COVID-19

Abstract

A lo largo del proyecto, se ha realizado una revisión crítica y actualizada de la literatura referente a los indicadores sintéticos, de manera que se proporciona a futuros autores de un nuevo complemento que facilite la elaboración de los mismos. Asimismo, haciendo uso de esta recopilación teórica, se ha creado un indicador sintético sobre la salud del mercado laboral español durante la pandemia que promueva la transformación y la mejora del bienestar social en nuestro país. Este sintético está compuesto por indicadores proporcionados por la plataforma 360 Smart visión y agrupados en torno a cinco categorías principales: Desempleo, Empleo, Habilidades y capacitación, Protección a los desempleados y Salarios y costes laborales.

El proceso de elaboración del sintético en cuestión está compuesto de las siguientes fases: establecimiento del marco teórico, recolección de datos, imputación de información ausente, análisis multivariante, normalización a través de la técnica Mín-Máx, evaluación intermedia de resultados, ponderación a través de PCA y subagregación aritmética en torno a las categorías establecidas, ponderación final de criterio experto y agregación geométrica de dichas categorías en el sintético final y, para terminar, el análisis de robustez que permite evaluar el impacto de las decisiones tomadas a lo largo del proyecto.

De esta manera, se obtiene un sintético robusto y fiable que se comporta de forma coherente con los hechos acaecidos durante la pandemia del coronavirus. Asimismo, se abren nuevas líneas de investigación que puedan potenciar el alcance del presente proyecto. Por todo ello, se proporciona un valor doble a la sociedad, ya que se genera un marco conceptual actualizado para facilitar la creación de futuros sintéticos a la par que se fomenta la monitorización de la realidad laboral española para aplicar así iniciativas públicas y privadas de forma más acertada, repercutiendo por tanto en el bienestar social.

Throughout the project, a critical and updated review of the literature on synthetic indicators has been carried out in order to provide future authors with a new complement to facilitate the development of these indicators. Likewise, using this theoretical compilation, a synthetic indicator on the health of the Spanish labour market during the pandemics has been created to promote the transformation and improvement of social welfare in our country. This synthetic is composed of indicators provided by the 360 Smart Vision platform and grouped into five main categories: Unemployment, Employment, Skills and training, Protection of the unemployed and Wages and labour costs.

The process of elaboration of the summary in question is composed of the following phases: establishment of the theoretical framework, data collection, imputation of missing information, multivariate analysis, normalisation through the Min-Max technique, intermediate evaluation of results, weighting through PCA and arithmetic subaggregation into the categories, final weighting using expert criteria and geometric aggregation of these categories around the final index and, finally, the robustness analysis that allows the impact of the decisions taken throughout the project to be evaluated.

In this way, a robust and reliable synthetic index is obtained that behaves in a manner consistent with the events that occurred during the coronavirus pandemic. It also opens up new lines of research that can enhance the scope of this project. Therefore, a double value is provided to society, since it generates an updated conceptual framework to facilitate the creation of future synthetics while at the same time promoting the monitoring of the Spanish labour reality in order to apply public and private initiatives in a more accurate way, thus having an impact on social welfare.
