Análisis regulatorio financiero de las empresas de distribución de electricidad

Abstract

El presente trabajo busca entender el funcionamiento de una empresa de distribución de electricidad desde un punto de vista financiero y regulatorio. En primer lugar, se explicará el marco teórico que rodea a este tipo de empresas, analizando aspectos como el tipo de mercado, el negocio de la distribución, la legislación para empresas reguladas y los métodos utilizados en la valoración de estas. Es por ello por lo que el primer paso será comprender este marco teórico, con aspectos económicos, financieros y regulatorios, para poder analizar cómo afectan a las empresas de distribución. Las distribuidoras eléctricas operan como monopolios naturales debido a sus costes fijos altos y a coste medios decrecientes, lo que hace que sean empresas de gran tamaño y con influencia en el precio. A su vez, son empresas reguladas, por lo que todos sus ingresos están especificados por una agencia regulatoria. Otro aspecto que se estudiará es el papel que juega la deuda a la hora de financiar este tipo de empresas, viendo por qué le interesa a la empresa endeudarse y hasta que punto de endeudamiento puede llegar. Además, se realizará un caso práctico de Iberdrola Distribución donde se procederá a valorar financieramente dicha empresa bajo distintos supuestos regulatorios y financieros para poder comprobar la influencia de estos aspectos en el valor de la empresa.

This paper seeks to understand the operation of an electricity distribution company from a financial and regulatory point of view. In the first place, the theoretical framework that surrounds this type of company will be explained, analyzing aspects such as the type of market, the distribution business, the legislation for regulated companies and the methods used in their valuation. That is why the first step will be to understand this theoretical framework, with economic, financial and regulatory aspects, in order to analyze how they affect distribution companies. Electricity distributors operate as natural monopolies due to their high fixed costs and decreasing average costs, which makes them large companies with influence on prices. In turn, they are regulated companies, so all their income is specified by a regulatory agency. Another aspect that will be studied is the role that debt plays when it comes to financing this type of company, seeing why the company is interested in borrowing and how much debt it can reach. In addition, a practical case of Iberdrola Distribución will be carried out where said company will be financially valued under different regulatory and financial assumptions in order to verify the influence of these aspects on the value of the company.
