El actual modelo de financiación autonómica, con atención especial a los principales cambios acontecidos a partir del Acuerdo 6/2009

Abstract

El presente Trabajo de Fin de Grado busca realizar un análisis del actual sistema de financiación de las Comunidades Autónomas, haciendo especial hincapié en las modificaciones que han tenido lugar a raíz del Acuerdo 6/2009 y que afectan, de manera exclusiva, a las Comunidades Autónomas de régimen común. Pese a esto, el trabajo también cuenta con apartados dedicados al sistema de financiación de régimen foral. Todo el planteamiento del trabajo se realiza desde el punto de vista del Derecho Constitucional, por ello, comienza realizando una exposición de los principios que inspiran el sistema de financiación de las comunidades Autónomas y se hace referencia a ellos a lo largo de todo el análisis. Otro de los puntos claves de este trabajo es la explicación que se realiza de los distintos recursos de financiación que tienen las Comunidades Autónomas, pues esta es una de las cuestiones más criticados del sistema de financiación por la doctrina. Para finalizar el trabajo, se han expuesto una serie de conclusiones que hemos extraído de todo el análisis previo realizado sobre aquellas materias en las cuales existe una mayor controversia.

The present Final Degree Project seeks to analyze the current financing system of the Autonomous Communities, with special emphasis on the modifications that have taken place as a result of Agreement 6/2009 and that exclusively affect the common regime Autonomous Communities. Despite this, the work also includes sections dedicated to the financing system of the "foral" regime. The whole approach of the work is carried out from the point of view of Constitutional Law; therefore, it begins with an exposition of the principles that inspire the financing system of the Autonomous Communities, and reference is made to them throughout the analysis. Another of the key points of this work is the explanation of the different financing resources that the Autonomous Communities have since this is one of the most criticized issues of the financing system by the doctrine. To finish the work, a series of conclusions have been drawn from all the previous analysis carried out on those matters in which there is more controversy.
