La controversia alrededor del concepto de “terrorismo”: diferentes enfoques y listas de terrorismo según regiones.

Abstract

Este trabajo de investigación pretende analizar la controversia que envuelve al concepto de terrorismo, en concreto, las diferencias existentes entre las definiciones de la Unión Europea, Naciones Unidas, Estados Unidos y Reino Unido. Asimismo, se estudiarán las listas de terrorismo de cada región, ahondando en los criterios que utilizan estos actores a la hora de incluir o excluir organizaciones de sus listas. El objetivo principal será el de observar las diferencias entre unas y otras para identificar una o varias organizaciones que permitan ilustrar esta controversia de la que se habla, al estar dicha(s) organización(es) en una lista sí y en otras no o viceversa. El ejemplo más ilustrativo será el caso del Partido de los trabajadores del Kurdistán (PKK) y la Unidades de Protección Militar (YPG), entidades consideradas terroristas en países de Oriente (Turquía y Qatar) mientras que en Occidente (EE. UU., UE y Reino Unido) sólo lo es el PKK, excluyendo al YPG de esta definición. Tras ello, se analizarán las implicaciones que esta falta de consenso alrededor del concepto de terrorismo tiene en la actualidad y los principales desafíos que se deben hacer frente como consecuencia de este disenso. Las conclusiones a las que se han llegado con este trabajo muestran como todavía queda un largo camino por recorrer a la hora de conseguir una definición global de terrorismo. Si bien se podría conseguir sentar una base común gracias a las características compartidas que tienen las definiciones de los actores que aquí se estudian, ésta no podría considerarse global ya que estaría siendo elaborada teniendo en cuenta únicamente la perspectiva Occidental. Por tanto, una definición verdaderamente global del término necesitaría de una colaboración verdaderamente global. Esto podría lograrse amparándose en una visión constructivista que establezca una frontera entre la coalición internacional (“nosotros”) y los terroristas (“ellos”).

This research paper aims to analyze the controversy surrounding the concept of terrorism, specifically the differences between the definitions of the European Union, the United Nations, the United States and the United Kingdom. Likewise, the terrorism lists of each region will be studied, delving into the criteria used by these actors when including or excluding organizations from their lists. The main objective will be to observe the differences between them in order to identify one or more organizations that may illustrate the controversy of being on one list and not on the other, or vice versa. The most illustrative example will be the case of the Kurdistan Workers' Party (PKK) and the Military Protection Units (YPG), entities considered terrorist in Eastern countries (Turkey and Qatar) while in the West (USA, EU and UK) only the PKK is, excluding the YPG from this definition. After that, the implications that this lack of consensus around the concept of terrorism has at present and the main challenges to be faced as a consequence of this dissent will be analyzed. The conclusions reached in this work show that there is still a long way to go to achieve a global definition of terrorism. Although a common basis could be established thanks to the shared characteristics of the definitions of the actors studied here, it could not be considered global since it would be elaborated taking into account only the Western perspective. A truly global definition of the term would therefore require truly global collaboration. This could be achieved by relying on a constructivist view that establishes a boundary between the international coalition ("us") and the terrorists ("them").
