Adding a new analysis framework to support large scale electrification financing plans in countries lacking universal electricity access

Abstract

El equipo multidisciplinar de ICAI ICADE con el MIT con financiación de la Fundación Rockefeller (MIT/Comillas Universal Access Laboratory) hemos estado trabajando en el desarrollo de un modelo que mitigue/solucione la falta de electrificacion en los paises subdesarrollados en general y de Afríca sub-sahariana en particular. El modelo se ha desarrollado durante los últimos años en el marco de proyectos de colaboración concretos con algunos de los principales países afectados (como Ruanda o Uganda) e incluye, para cada uno, un modelo tecno económico (desarrollado en ICAI-IIT) y un modelo financiero (desarrollado por mi), que de manera conjunta , permitan/faciliten la electrificación total del país en 2030. En concreto, mi tesis incluye dos artículos publicados en la revista MIT working Paper Series (A Business plan to achieve full electrification in Rwanda under the integrated Distribution Framework (IDF) y The electricity access index methodology and preliminary findings) y una tercera sección en l aque a partir del trabajo dearrollado para el Gobierno de Uganda y la propuesta de reforma del sectror electrico, realizada por mi director Ignacio Pérez Arriaga, elaboro el plan de negocio y de financiación necesarios para conseguir la financiación para electrificación de todo el país. Analizo además la viabilidad de dicha financiación y confirmo la dificultad de su ejecución , desarrollando a continuación una estructura/modelo de análisis que mejora la propuesta de captación de capital sobre tres pilares : reducción de riesgo de inversión, mejora de la rentabilidad financiera (añadiendo un modelo de opciones realies) y medición /valoración del impacto (social) producido.

The multidisciplinary team of ICAI ICADE with MIT with funding from the Rockefeller Foundation (MIT/Comillas Universal Access Laboratory) have been working on the development of a model that mitigates/solves the lack of electrification in underdeveloped countries in general and in sub-African -Saharan in particular. The model has been developed in recent years within the framework of specific collaboration projects with some of the main affected countries (such as Rwanda or Uganda) and includes, for each one, a techno-economic model (developed at ICAI-IIT) and a financial model (developed by me), which together allow/facilitate the full electrification of the country by 2030. Specifically, my thesis includes two articles published in the MIT working Paper Series (A Business plan to achieve full electrification in Rwanda under the integrated Distribution Framework (IDF) and The electricity access index methodology and preliminary findings) and a third section in which based on the work developed for the Government of Uganda and the proposal to reform the electricity sector, made by my director Ignacio Pérez Arriaga, I prepare the business and financing plan necessary to obtain financing for the electrification of the entire country. I also analyze the viability of said financing and confirm the difficulty of its execution, then developing a structure/analysis model that improves the proposal for raising capital on three pillars: reduction of investment risk, improvement of financial profitability (adding a real options model) and measurement/assessment of the (social) impact produced.
