Seguridad económica y Gobernanza. El papel del Banco Central Europeo como actor de gobernanza ante la crisis Covid ´19.

Abstract

Estas últimas décadas han estado marcadas por numerosos desafíos a los que se ha tenido que enfrentar la economía global. El 1 de junio de 1998, se creó el Banco Central Europeo, con el objetivo de lograr y mantener la estabilidad de precios en los países de la Eurozona, mitigando crisis desde la caída de Lehman Brothers, la Crisis de la Deuda soberana en la Zona Euro, hasta la actualidad.

Dada esta realidad, el objetivo de este trabajo consiste en analizar el rol y las estrategias que el BCE ha tomado en situaciones de crisis, mirando su papel para crear un marco de gobernanza para los Estados Miembros. Por otra parte, el propósito es, aplicar dicha hipótesis de manera particular al contexto de la pandemia Covid-19, situación excepcional proveniente de una crisis sanitaria que requería y requiere soluciones rápidas y extraordinarias. Este caso práctico se centrará en Europa, con el fin de evaluar la efectividad de las medidas implementadas.

These last decades have been marked by numerous challenges that the global economy has had to face. On June 1st, 1998, the European Central Bank was created, with the objective of achieving and maintaining price stability in the countries of the Eurozone, mitigating crises since the fall of Lehman Brothers, the sovereign debt crisis in the zone euro, until today. Given this reality, the objective of this work is to analyze the role and strategies that the ECB has taken in crisis situations, looking at its role in creating a governance framework for member states. On the other hand, the purpose is to apply this hypothesis in a particular way to the context of the Covid-19 pandemic, an exceptional situation arising from a health crisis that required and requires rapid and extraordinary solutions. This practical case will focus on Europe, in order to evaluate the effectiveness of the measures implemented.
