El bioterrorismo en la actualidad. Análisis de las armas biológicas, el marco jurídico y los mecanismos de actuación

Abstract

El avance acelerado de la ciencia y la tecnología ha transformado varios aspectos de nuestra sociedad, abriendo nuevas fronteras en el campo de la medicina, la ingeniería y la biología. Sin embargo, estas innovaciones presentan un lado oscuro: el potencial uso de la biotecnología para fines bioterroristas. Este Trabajo Fin de Grado es esencial para comprender la magnitud y la complejidad del desafío que el terrorismo biológico representa en el contexto mundial. A través de un análisis exhaustivo, el trabajo se ha centrado en evaluar si el terrorismo biológico representa una amenaza real hoy en día, explorando la naturaleza y las consecuencias de las armas biológicas, describiendo los distintos tipos y analizando tanto la regulación vigente como los mecanismos de actuación disponibles para mitigar su impacto. La investigación ha concluido que la combinación de facilidad de acceso a la información técnica, las mejoras en biología sintética y genética, y la ausencia de regulaciones en el marco regulatorio internacional podrían propiciar el mal uso de tecnologías biológicas. Este trabajo no solo ha expuesto la realidad tangible de las amenazas del bioterrorismo, sino que también destaca lo crucial que es fortalecer las estrategias de prevención y respuesta. Proteger a la sociedad de los riesgos inherentes a esta forma de terrorismo exige un enfoque multidisciplinar y colaborativo que integre los esfuerzos de la comunidad científica, los legisladores, las autoridades de salud pública y la seguridad nacional. La importancia de este trabajo se basa en iluminar las áreas oscuras del bioterrorismo, insistiendo en una reflexión profunda para prevenir la posibilidad de que se den escenarios catastróficos. Al hacerlo, no solo ha abordado un tema considerado urgente, sino que también ha invitado al lector a adentrarse en un ámbito de estudio crucial para la seguridad colectiva y el bienestar futuro.

The accelerating advance of science and technology has transformed various aspects of our society, opening new frontiers in the fields of medicine, engineering, and biology. However, these innovations present a dark side: the potential use of biotechnology for bioterrorist purposes. This thesis is essential to understand the magnitude and complexity of the challenge that bioterrorism represents in the global context. 2 Through an exhaustive analysis, the work has focused on assessing whether biological terrorism represents a real threat today, exploring the nature and consequences of biological weapons, describing the different types, and analysing both the current regulation and the mechanisms available to mitigate their impact. The research has concluded that the combination of ease of access to technical information, improvements in synthetic biology and genetics, and the absence of regulations in the international regulatory framework could be conducive to the misuse of biological technologies. This work has not only exposed the tangible reality of bioterrorism threats, but also highlights how crucial it is to strengthen prevention and response strategies. Protecting society from the risks inherent in this form of terrorism requires a multidisciplinary and collaborative approach that integrates the efforts of the scientific community, policymakers, public health authorities, and homeland security. The importance of this work is based on illuminating the dark areas of bioterrorism, insisting on deep reflection to prevent the possibility of catastrophic scenarios. In doing so, he has not only addressed a topic considered urgent, but has also invited the reader into an area of study that is crucial for collective security and future well-being.
