Enfrentar el perfil étnico policial : exitos, oportunidades y resistencias de las iniciativas institucionales en España

Abstract

Las identificaciones policiales guiadas por perfil étnico son una práctica extendida en España. Organismos internacionales, organizaciones de la sociedad civil y expertos contra la discriminación racial llevan años denunciándolo y exhortando a las instituciones públicas españolas a que actúen para erradicar su uso. Este trabajo analiza la respuesta institucional ante esta situación. A través del estudio de informes y de entrevistas a expertos en distintos ámbitos institucionales y sociales se analizan los límites de aplicabilidad de las medidas propuestas para enfrentar el perfilamiento racial. Esta investigación constata que, exceptuando ciertos progresos y buenas prácticas puntuales, aún queda mucho por hacer. Además, identifica oportunidades de actuación por donde seguir avanzando.

Police stops guided by ethnic profiling are a widespread practice in Spain. International bodies, civil society organizations and experts against racial discrimination have been years reporting it and urging Spanish public institutions to act for its eradication. This paper analyzes the institutional response to this situation. Through the study of reports and interviews with experts in different institutional and social fields, the paper analyzes the applicability of the suggested measures against racial profiling. This research states that, with the exceptions of certain developments and good practices, there is still much to be done. Furthermore, it identifies opportunities for action where progress can be made.
