Desafíos de la política nacional migratoria y la necesidad de contar con mecanismos de integración de migrantes venezolanos recibidos en el Perú en el periodo 2018 – 2022

Abstract

La magnitud de la crisis que padece Venezuela ha ocasionado el éxodo de más de 7 millones de sus ciudadanos, siendo el Perú uno de los principales destinos al acoger a alrededor de un millón y medio de migrantes y refugiados venezolanos. En dicho marco, el Estado peruano se vio en la necesidad de enfrentar diversos desafíos relacionados con la asistencia e integración de dicha población y aprovechar la contribución que los migrantes podían ofrecer al país. Mediante el estudio de informes y entrevistas a expertos se analiza el accionar del Estado peruano ante los desafíos expuestos. Los resultados de la investigación evidencian que la respuesta del Estado se ha revelado insuficiente en la medida que la colectividad venezolana se encuentra en desventaja en una serie de indicadores. Se plantean cursos de acción a fin de revertir dicha constatación e impulsar los beneficios que la integración socioeconómica conlleva para el migrante y el país de destino.

The magnitude of the crisis faced by Venezuela has caused the exodus of more than 7 million of its citizens, with Peru being one of the main destinations by hosting around one and a half million Venezuelan migrants and refugees. Within this framework, the Peruvian state had to confront various challenges related to the assistance and integration of this population and take advantage of the contribution that migrants could offer to the country. Through the study of reports and interviews with experts, the Peruvian state's actions in the face of the exposed challenges are analyzed. The results of the research show that the state's response has been insufficient insofar as the Venezuelan community is at a disadvantage in a series of indicators. Courses of action are proposed in order to reverse this situation and boost the benefits that socio-economic integration brings to both the migrant and the host country.
