¿Tiene la colaboración público-privada cabida en un sistema sanitario público de calidad?

Abstract

La elaboración de este trabajo de fin de grado pretende responder a la pregunta de si la colaboración público-privada tiene cabida en un sistema sanitario público de calidad. De forma deductiva se pretende hallar la respuesta. En primer lugar es imperativo clarificar que el sistema de salud pública está en peligro, teniendo en cuenta el incremento del gasto por encima del PIB, el envejecimiento de la población... En segundo lugar esclarecer que el "problema del sector sanitario" no surge con la crisis, ya en 1991, una comisión parlamentaria elaboró un informe introduciendo estos problemas. En tercer lugar analizar esas formas de colaboración público privada a través tanto de la financiación como de la gestión, con el fin último de concluir si podemos considerar en esta vía una solución al problema y en qué condiciones. Se considerará finalmente como es un solución viable, sin embargo falto, tal y como se percibe hoy en día de sistemas objetivos de control.

The development of this final aims to answer the question if the public-private partnership has a place or not in a quality public health system. We will deduce the answer through different points: First, it´s imperative to clarify the public health system is, nowadays, at risk, taking into account the increase in spending over GDP, population aging ... Secondly clarify that the "problem of the health sector" does not arise with the crisis, so in 1991, a parliamentary committee issued a report introducing these problems. Thirdly analyze these forms of public-private partnership through both funding and management, with the ultimate aim to conclude whether we can consider in this way a solution to the problem and under what conditions. Finally considered as a viable solution, however lacking, as it is perceived today targets control systems.
