Del concepto a la capacidad: un Análisis al Avance de la Autonomía Estratégica en la Union Europea

Abstract

Este Trabajo analiza el concepto de autonomía estratégica europea y el proceso por el que la Unión Europea ha intentado hacerlo realidad durante la última década. Partiendo de la distinción entre sus dimensiones política, operativa e industrial, el trabajo evalúa hasta qué punto los avances logrados desde 2022 son suficientes y coherentes con los objetivos que la propia Unión se ha fijado. El estudio combina el análisis de los documentos y normas europeas con tres casos prácticos: la guerra de Ucrania, la nueva relación con Estados Unidos y el acuerdo con Mercosur. La autonomía estratégica está bien definida en el plano conceptual, pero su aplicación es incompleta por las propias características institucionales de la Unión. La Unión ha avanzado de forma real, pero con procesos desiguales, por ello hemos de estudiar la naturaleza y alcance de estos avances.

This thesis analyzes the concept of European strategic autonomy and the process through which the European Union has sought to achieve it over the past decade. Based on the distinction between its political, operational, and industrial dimensions, the thesis assesses the extent to which the progress made since 2022 is sufficient and consistent with the objectives the Union has set for itself. The study combines an analysis of European documents and regulations with three case studies: the war in Ukraine, the new relationship with the United States, and the agreement with Mercosur. Strategic autonomy is well defined conceptually, but its implementation is incomplete due to the Union’s own institutional characteristics. The Union has made real progress, albeit unevenly, which is why we must examine the nature and scope of these advances.
