ESPAÑA COMO PUENTE ENTRE EUROPA E HISPANOAMÉRICA: LA INFLUENCIA DE LA INTEGRACIÓN EUROPEA Y SU PAPEL EN EL PROCESO DE PAZ EN COLOMBIA

Abstract

España y América; más de 500 años de historia pulida a lo largo de los siglos y que persiste hasta hoy a través del fiel reflejo de un idioma compartido, y una cercanía cultural y religiosa que deslegitima cualquier argumento que intente dividir y enfrentar a todos los hispanos. Durante mucho tiempo esa relación se mantuvo sobre lazos exclusivamente bilaterales, en los cuales España interactuaba con la región de igual a igual. La incorporación a la Comunidad Económica Europea en 1986 transformó la esencia de esa relación, ya que desde entonces gran parte de las acciones de España en América Latina se canalizan a través de Bruselas, sus fondos, sus instituciones y sus prioridades. Y ahí radica la cuestión central: si esa europeización ha fortalecido la voz de España en la región o si, en cambio, la ha disuelto en una estructura comunitaria dominada por otras prioridades. Europa debería ser un catalizador para esa influencia y no un pretexto ni un obstáculo; y la forma en que España aborde esa dualidad influirá significativamente en su posición en el ámbito iberoamericano.

Es pertinente cuestionar igualmente si España está aprovechando adecuadamente ese vínculo o si lo desperdicia, atrapada en un complejo de culpa que la lleva a disculparse por su historia en lugar de asumir con normalidad un rol que debiera ser de primer orden. ¿Por qué Francia y el Reino Unido pueden vanagloriarse tanto de su pasado imperial y ser respetadas por sus antiguas colonias, mientras que España debe avergonzarse y olvidar las valiosas haciendas en sus Virreinatos de América?

Spain and the Americas: over 500 years of history, honed over centuries and persisting to this day through the faithful reflection of a shared language and a cultural and religious affinity that precludes any argument attempting to divide and pit all Hispanics against each other. For a long time, this relationship was based exclusively on bilateral ties, in which Spain interacted with the region as an equal. Spain's entry into the European Economic Community in 1986 transformed the essence of this relationship, since then much of Spain's activity in Latin America has been channeled through Brussels, its funds, its institutions, and its priorities. And therein lies the central question: has this Europeanization strengthened Spain's voice in the region or, conversely, has dissolved it within a community structure dominated by other priorities? Europe should be a catalyst for this influence, not a pretext or an obstacle; and how Spain addresses this duality will significantly influence its position in the Ibero-American sphere.

It is equally pertinent to question whether Spain is adequately leveraging this relationship or squandering it, trapped in a guilt complex that leads it to apologize for its history instead of naturally assuming a role that should be paramount. Why can France and the United Kingdom boast so much of their imperial past and be respected by their former colonies, while Spain must feel ashamed and forget the valuable estates in its Viceroyalties of America?
