El cambio en la orientación estratégica de la política exterior del Reino Unido antes (2008-2016) y después (2016-2025) del Brexit

Abstract

El trabajo es un Trabajo de Fin de Grado del Grado en Relaciones Internacionales de la Universidad Pontificia Comillas, elaborado por Pablo Martín Huidobro bajo la dirección de Andrea Betti para el curso 2025-2026. El trabajo estudia cómo ha evolucionado la política exterior del Reino Unido a lo largo de casi dos décadas, tomando el Brexit como punto de inflexión central. Parte de un análisis del periodo anterior al referéndum de 2016, cuando el país intentaba mantener su peso global dentro del sistema multilateral europeo, y llega hasta 2025, momento en el que un nuevo gobierno intenta recomponer relaciones y redefinir el papel del país en un mundo cada vez más fragmentado. A lo largo del trabajo se examinan las decisiones, los discursos y las alianzas que han marcado esta transformación, así como las contradicciones entre lo que los distintos gobiernos prometían y lo que realmente podían hacer con los recursos disponibles. El objetivo es entender si el Reino Unido ha logrado adaptarse a su nueva situación o si sigue atrapado entre una identidad imperial que ya no se sostiene y una realidad de potencia media que todavía le cuesta aceptar.

This thesis is a final-year dissertation for the Bachelor’s Degree in International Relations at Comillas Pontifical University, written by Pablo Martín Huidobro under the supervision of Andrea Betti for the 2025–2026 academic year. The thesis examines how the United Kingdom’s foreign policy has evolved over the course of nearly two decades, with Brexit serving as a key turning point. It begins with an analysis of the period prior to the 2016 referendum, when the country was attempting to maintain its global influence within the European multilateral system, and extends to 2025, when a new government is attempting to rebuild relations and redefine the country’s role in an increasingly fragmented world. Throughout the study, the decisions, discourses and alliances that have shaped this transformation are examined, as well as the contradictions between what successive governments promised and what they were actually able to achieve with the resources available. The aim is to understand whether the UK has managed to adapt to its new situation or whether it remains caught between an imperial identity that is no longer tenable and a reality as a middle power that it still struggles to accept.
