El Sahel: espacio estratégico del siglo XXI

Abstract

El Sahel, región situada entre el Magreb y África subsahariana, se ha convertido en un actor estratégicamente relevante en la geopolítica internacional durante el siglo XXI. Esta región ha experimentado una profunda transformación, pasando de ser una zona meramente periférica a un espacio clave en la competición entre actores internacionales. Este estudio examina los factores y elementos estructurales y geopolíticos históricos y actuales que explican esta transformación, además de cómo nuevos actores (como Rusia o China) han expandido su influencia y reorganizado las alianzas en la región, especialmente tras el repliegue de Francia, del sistema occidental y la consiguiente pérdida de su predominio histórico en el Sahel. Asimismo, el estudio también explora la respuesta internacional ante la creciente inestabilidad del Sahel, con especial atención al papel de la Unión Europa y España. Mediante un enfoque cualitativo basado en revisión bibliográfica y análisis comparativo de políticas, el estudio pretende identificar las estrategias internacionales en la región, ya que, actualmente, el Sahel representa un laboratorio de tensiones entre seguridad, desarrollo y soberanía, actuando como escenario clave para la definición de la acción exterior europea y las alianzas internacionales. Así pues, se concluye que en este proyecto se busca responder a tres cuestiones fundamentales: qué es el Sahel y cómo se ha configurado históricamente como región en el contexto africano e internacional, cómo y por qué ha pasado de ocupar una posición periférica a convertirse en una región estratégicamente relevante, y de qué manera la comunidad internacional está respondiendo a esta transformación. Finalmente, el trabajo culmina ofreciendo una reflexión crítica que evalúa la eficiencia, las limitaciones y las contradicciones de las distintas estrategias internacionales que se aplican actualmente en el Sahel.

The Sahel, a region located between the Maghreb and Sub-Saharan Africa, has become a strategically relevant actor in international geopolitics during the 21st century. This region has undergone a profound transformation, shifting from being a merely peripheral area to a key space in the competition among international actors. This study examines the historical and current structural and geopolitical factors and elements that explain this transformation, as well as how new actors (such as Russia and China) have expanded their influence and reorganized alliances in the region, especially following the withdrawal of France, the retreat of the Western system, and the consequent loss of its historical predominance in the Sahel. Furthermore, the study also explores the international response to the growing instability in the Sahel, with particular attention to the role of the European Union and Spain. Through a qualitative approach based on literature review and comparative policy analysis, the study aims to identify international strategies in the region, as the Sahel currently represents a laboratory of tensions between security, development, and sovereignty, acting as a key scenario for defining European external action and international alliances. Thus, the project seeks to answer three fundamental questions: what the Sahel is and how it has historically been configured as a region within the African and international context, how and why it has evolved from a peripheral position to becoming a strategically relevant region, and how the international community is responding to this transformation. Finally, the work concludes by offering a critical reflection that evaluates the efficiency, limitations, and contradictions of the various international strategies currently being implemented in the Sahel.
