Patologías de la verdad en una democracia en crisis Rubio Domingo, Emilio Román Asumiendo la siempre compleja relación entre verdad y política, este trabajo se centra en el estudio de lo que hemos denominado patologías de la verdad. En un contexto de crisis de la democracia, se parte de un esbozo general de la situación actual de la verdad en la sociedad y la práctica política de España. Seguidamente, buscando sondear que corrientes filosóficas están detrás de dicha situación, se exponen las aportaciones de algunos representantes del pensamiento escéptico contemporáneo. En un ejercicio de profundización aún mayor, se acude a los orígenes y evolución de las ideas sobre la verdad, desde el nominalismo hasta el nihilismo, prestando especial atención a la epistemología y a conceptos como voluntad o libertad. A la luz del anterior recorrido y destacando el importante cambio que se ha producido en la forma de entender la relación entre libertad y verdad, se procede a concretar las cinco patologías de la verdad que se consideran más importantes. Se proponen distintas líneas de acción para enfrentar cada una de ellas. Estas propuestas apuntan más a cambios en la filosofía y la sociedad que a cambios en la estructura y práctica política.; Given the complex relationship between truth and politics, this thesis seeks to examine what we shall call “pathologies of truth”- the result of flaws in political thought regarding the role of truth in politics that have driven democracy in crisis. This thesis will, first, describe the current situation of truth in Spanish society and politics. Having completed this sketch, it will analyze the carious currents of philosophical thought responsible for the situation, with particular attention to the ideas of a few key representatives of contemporary skepticism. Following this analysis, the thesis will undertake the more demanding task of tracing the birth and evolution of ideas regarding truth from nominalism to nihilism, paying special attention to epistemology and to key concepts like liberty and will. In light of this analysis of the important changes that have taken place in our manner of thinking about the relationship between truth and liberty this study will identify five key pathologies of truth present in society today. In conclusion, the thesis will offer distinct lines of action which society ought to take to remedy each of these pathologies. These proposals will focus more on how people ought to change their way of thinking about truth in democracy than on particular policy recommendations. El gasto público autonómico en educación y sanidad : consecuencias del nuevo marco europeo de estabilidad presupuestaria Pérez González-Casais, Ruperto La descentralización de competencias de la Administración Central a la Autonómica en materia de sanidad y educación ha supuesto un aumento del gasto presupuestario destinado a la prestación de dichos servicios. Este alto nivel de gasto, junto con el gasto en el resto de competencias, es insostenible desde la crisis presupuestaria que comienza en 2008. ! Este trabajo analiza el gasto presupuestario en materia de sanidad y educación tanto en la etapa precrisis como durante la misma, junto con las modificaciones legislativas llevadas a cabo por la Unión Europea y que afectan a España. Asimismo, también se tratan las posibles consecuencias en caso de que las Administraciones Autonómicas incumplan el límite de déficit presupuestario establecido por la Administración Central.; The decentralization of powers from the Central Government to the Regional territories on health and education has supposed an increase of the budget expenditure bounded to the benefit of such services. This high level of spending, in addition with the spending in other powers, is untenable since the budget crisis of 2008. ! This paper analyzes the budget spending in health and education not only before the crisis but also during the crisis, along with the legislative modification by the Europea Union that affects Spain. En el presente trabajo, se analizará la situación actual de la Administración Pública española, para posteriormente proponer una serie de medidas, que consideramos serían positivas para la Administración. Se describe en primer lugar el modelo americano, para después recoger la ausencia de regulación legal en España en esta materia. Desde la doctrina, hasta los representantes políticos o la ciudadanía en general, se recogen los reclamos de la sociedad dirigidos a la instauración de un sistema de este tipo, para finalmente analizar las posibles implicaciones que tendría su implantación, tratando de dilucidar cual sería la mejor forma de adaptar una práctica como esta a nuestro sistema actual.; The paper deals principally with the concept of primary elections in Spain and United States. The american model is described in first instance, after which the absence of legal regulations in Spain on the subject is covered. From the doctrine, to the political representatives or the citizens in general, the main requests of society aimed at the establishment of a system of this kind are included, to finally analyse the possible implications that its implentation may have, in order to elucidate which would be the best way to adapt a practice like this to our current system.
