La Comisión Europea estableció el Mecanismo de Financiamiento de Energía Renovable (REFM) para incentivar el desarrollo de proyectos de energía renovable. A través de este mecanismo, los Estados miembros podrían realizar contribuciones financieras para apoyar nuevos proyectos de energía renovable en los países de la UE interesados en albergar tales proyectos. A cambio, estos Estados miembros contribuyentes recibirían las estadísticas de los proyectos en sus propios objetivos nacionales de energía renovable.
De acuerdo con el Reglamento REFM, el 80% de la energía renovable generada por las instalaciones apoyadas por REFM se asigna a los Estados miembros contribuyentes, y el 20% restante se destina a los Estados miembros anfitriones. • Por un lado, analizar el REFM, que permite a un Estado Miembro cumplir su objetivo renovable invirtiendo en un tercer país “Anfitrión” de la UE. El país anfitrión recibe a cambio un porcentaje de las estadísticas de producción renovable asociadas para cumplir también con su propio objetivo.
• Por otro lado, modelar este mecanismo desde el punto de vista del país anfitrión, proponiendo una herramienta para el proceso de toma de decisiones: decidir si ser o no la contraparte de este mecanismo regional.; The European Commission established the Renewable Energy Financing Mechanism (REFM) to incentivize and support the development of renewable energy projects. Through this mechanism, Member States could make voluntary financial contributions to support new renewable energy projects in EU countries interested in hosting such projects. In exchange, these Contributing member States would receive the statistics from the projects in their own national renewable energy targets.
According to the REFM Regulation, 80% of renewable energy generated by REFM-supported installations will be statistically allocated and distributed to contributing Member States, with the remaining 20% going to hosting Member States. However, the Commission may propose deviations from 50%-100% for the contributing Member State and from 0%-50% for the host Member State: To balance interest from participating Member States and ensure effective competition, to avoid that the call to participate in the mechanism results in little or no support, and to account for the potential costs that host Member States may incur.
In this context, it has been found that methodologies to identify propitious scenarios for a Member State acting as a host in a REFM still need to be proposed. This is why this thesis is written. Its objective is two-folded:
• On the one hand, to review and analyze the Renewable Energy Financing Mechanism (REFM), which allows a Member State to meet their renewable target by investing in a third EU “Host” country. The Host country receives in exchange a percentage of the associated renewable production statistics to also meet its own target.
• On the other hand, to model this mechanism from the point of view of the Host country, so as to provide a tool for the decision-making process. That is, to decide whether or not to be the counterpart of this regional mechanism. A toy case example is shown.

El objetivo de este Trabajo de Fin de Máster es modelar las ganancias de eficiencia y los beneficios derivados de la participación efectiva de agentes extranjeros en los Mecanismos de Capacidad (CRMs, por sus siglas en inglés) nacionales a nivel regional. Para evaluar esto, se han modelado tres configuraciones diferentes para un sistema regional de 2 áreas.
• Configuración base: donde no se realiza ninguna planificación de mecanismos de capacidad. Esto sirve para analizar la adecuación de los sistemas sin inversiones adicionales, así como para calcular un flujo horario de referencia para el interconector.
• La segunda configuración es la planificación no coordinada de mecanismos de capacidad en cada área. Cada área tiene su propio objetivo de confiabilidad (expresado a través del EENS, por sus siglas en inglés). En esta configuración, cada área optimiza el mix y el despacho en dos subconfiguraciones diferentes, que representan dos estrategias de expansión distintas:
o (i) Sin considerar la interconexión, lo cual representa la estrategia de expansión más autárquica.
o (ii) Considerando los flujos de línea base a través de la interconexión obtenidos en la primera configuración.
• La tercera configuración representa la participación efectiva de agentes extranjeros en los CRMs nacionales a nivel regional. Esto se modela a través de una expansión y despacho coordinado de coste mínimo, donde cada área tiene un objetivo de confiabilidad independiente (el mismo objetivo utilizado en la segunda configuración).
A través de la evaluación de los resultados, se puede afirmar que la participación de agentes extranjeros en los CRMs nacionales resulta en una inversión de expansión menos costosa y más eficiente para el sistema en general en comparación con la planificación no coordinada, cuando se analiza el caso de estudio estilizado. La reducción de costes se debe principalmente a la distribución de unidades de expansión e intercambios de energía entre las áreas.; Generation adequacy refers to the degree to which a system can meet demand without having energy not served. Capacity mechanisms are policy instruments that improve the generation security of electricity supply in the medium and long term.
This master’s Thesis objective is to model the efficiency gains and benefits derived from the effective participation of foreign agents in national CRMs at a regional level. To assess this, three different settings have been modeled for a 2-area regional system.
• Base-case setting where no capacity mechanism planning is carried out. This serves to analyze the adequacy of the systems without further additional investments, as well as to compute a baseline hourly flow for the interconnector.
• The second setting is the uncoordinated capacity mechanism planning in each area. Each area has its own reliability target (expressed through the EENS). In this setting, each area optimizes the mix and dispatch in two different subsettings, representing two different expansion strategies:
o (i) Without considering the interconnection, which represents the most autarkic expansion strategy.
o (ii) Considering the base-line flows through the interconnector obtained in the first setting.
• The third setting represents the effective participation of foreign agents in national CRMs at a regional level. This is modeled through a coordinated minimum cost expansion and dispatch, where each area holds an independent reliability target (the same target used in the second setting).
Through the evaluation of the results, it can be stated that the participation of foreign agents in national CRMs results in a less costly and more efficient expansion investment for the overall system compared to the uncoordinated when the stylized study case is analyzed. The cost reduction is mainly due to the allocation of expansion units and power exchanges between the areas.
