ESPAÑA, EL SUR DE EUROPA, EL GASTO EN DEFENSA Y LA OTAN

Abstract

El presente trabajo analiza la viabilidad económica de los compromisos de gasto en defensa de la OTAN para España y sus implicaciones para el modelo de bienestar y la posición estratégica del país en la Alianza. El estudio parte de dos hipótesis: que el bajo gasto histórico español en defensa constituye una estrategia racional de free-riding sobre la seguridad colectiva, tal y como predice el modelo de Olson y Zeckhauser (1966); y que el cumplimiento sostenido del objetivo del 5% del PIB acordado en la Cumbre de La Haya de junio de 2025 exige un trade-off real con el gasto social, con independencia del discurso oficial del gobierno sobre la disponibilidad de fuentes de financiación alternativas (Hitch y McKean, 1960). Mediante un estudio de caso con datos de la OTAN, el SIPRI y fuentes institucionales nacionales, el trabajo confirma ambas hipótesis. El comportamiento presupuestario español de 2015-2019 acredita el free-riding racional; el modelo de financiación del 2% de 2025 es viable a corto plazo, pero frágil a medio plazo; y el objetivo del 5% es económica mente inviable para España en 2035 sin cambios sistémicos en el marco fiscal europeo. Se propone una estrategia de compromiso creíble y gradual como alternativa sostenible.

This paper analyses the economic viability of NATO's defence spending commitments for Spain and their implications for the country's welfare model and strategic position within the Alliance. Two hypotheses are examined: that Spain's historically low defence expenditure constitutes a rational free-riding strategy on collective security, as predicted by the Olson and Zeckhauser (1966) model; and that sustained compliance with NATO targets, including the 5% of GDP agreed at the Hague Summit in June 2025, entails a genuine trade-off with social spending, regardless of the government's official discourse claiming that alternative financing sources would prevent such opportunity costs (Hitch and McKean, 1960). Using a case study approach (Yin, 2018) with Spain as the central case and southern and eastern European countries as contrasting cases, the paper confirms both hypotheses. Spain's 2015-2019 budgetary behaviour empirically confirms rational free riding; the financing model behind the 2025 jump to 2% is viable in the short term but fragile in the medium term; and the 5% target is economically unachievable for Spain by 2035 without systemic changes to the European fiscal framework. A credible and gradual commitment strategy is proposed as a sustainable and diplomatically legitimate alternative.
