Subtítulo: Análisis comparado y propuesta de reforma del sistema electoral español para el Congreso de los Diputados Todo sistema electoral se mueve en la tensión entre la representatividad proporcional de los intereses políticos de la sociedad y la protección de la gobernabilidad generando mayorías estables. En este trabajo se estudia la relación entre dichos conceptos, su equilibrio y la final primacía de uno sobre otro en los sistemas electorales. En primer lugar se trata a nivel teórico el concepto de sistema electoral y los elementos que lo componen para ver su impacto sobre esta dupla representatividad- gobernabilidad. Posteriormente se analiza el sistema electoral vigente en España, su posición en ese binomio y sus defectos actuales, culminando con las distintas propuestas de reforma planteadas. En tercer lugar, se analizan las principales alternativas electorales en Europa (el sistema de prima de mayoría griego e italiano, la doble vuelta francesa y el sistema especial alemán). Cierra el análisis un comentario sobre la valoración de las alternativas, con mejor valoración del sistema italiano, y la (in)viabilidad de una reforma en la línea de dicho sistema. All electoral systems have to balance between the proportional representation of the political preferences of the society and the protection of governability through the generation of stable majorities. This paper focuses in the connection of both concepts, the equilibrium between them, and the ultimate primacy of one over the other. Firstly, it provides a theoretical approach to the idea of an electoral system and the elements thereof, to see its impact to the representation-governability binomium. Later, an analysis of the current Spanish electoral system is offered, with specific emphasis in its position in the abovementioned balance and its current deficiencies, ending with a summary of the main proposals of reform. Thirdly, it includes a comparative analysis of the main electoral laws existing in Europe (the majority bonus used in Greece and Italy, the French two-round runoff voting and the mixed member proportional system of Germany).
