Abordando la pobreza energética de manera integrada. Una caracterización interdisciplinar de los hogares vulnerables españoles y propuesta para implementar soluciones técnicas y regulatorias viables

Abstract

La Estrategia Nacional contra la Pobreza Energética, presentada en abril de 2019, ha abierto el camino para un enfoque integral de la pobreza energética en España. Sin embargo, para una efectiva aplicación de las políticas propuestas en la estrategia, es necesario un estudio en profundidad que analice las múltiples dimensiones de este problema social y oriente al legislador en la aplicación de medidas eficientes. En este contexto, uno de los objetivos de esta tesis es caracterizar la realidad energética de los hogares vulnerables en España y revisar críticamente los indicadores de pobreza energética tradicionalmente utilizados, proponiendo otros alternativos. Paralelamente a dicho objetivo, esta tesis analiza y propone soluciones técnicas y políticas viables que aborden la precariedad energética de los hogares. Es importante señalar que esta investigación incluye los resultados de diferentes colaboraciones transdisciplinares, entre otras el dialogo constante con los miembros del Consejo Asesor y del Comité Ejecutivo de la Cátedra de Energía y Pobreza y la colaboración multidisciplinar con ENGAGER (Energy Poverty Action: Agenda Co-Creation and Knowledge Innovation) COST Action.

The National Strategy against Energy Poverty, presented in April 2019, has paved the way for a comprehensive approach to energy poverty in Spain. However, for effective implementation of the policies proposed in the strategy, an in-depth study is needed to analyse the multiple dimensions of this social problem and to guide the legislator in the application of efficient measures.In this context, one of the objectives of the thesis described in this article was to characterise the energy reality of vulnerable households in Spain and to critically review the energy poverty indicators traditionally used, proposing alternative ones. Parallel to this objective, this thesis analyses and proposes viable technical and policy solutions to address the energy precariousness of households.It is important to note that this research includes the results of different transdisciplinary collaborations, among others the constant dialogue with the members of the Advisory Board and the Executive Committee of the Chair in Energy and Poverty and the multidisciplinary collaboration with ENGAGER (Energy Poverty Action: Agenda Co-Creation and Knowledge Innovation) COST Action.
