<dim:field element="description" qualifier="abstract" language="es-ES" mdschema="dc">Los incidentes cibernéticos se han convertido en un rasgo distintivo de la seguridad internacional contemporánea; sin embargo, se caracterizan por una persistente «brecha de atribución», el vacío temporal y analítico entre una brecha inicial y el establecimiento de un consenso creíble sobre la identidad del responsable. Si bien la literatura técnica se centra en la precisión forense, esta investigación identifica la atribución no como un resultado técnico binario, sino como una condición estratégica e informativa marcada por una ambigüedad inherente. En este vacío, la falta de información oportuna y fidedigna crea una vulnerabilidad que los actores hostiles suelen aprovechar para manipular la opinión pública y los discursos políticos.</dim:field>

literature focuses on forensic precision, this research identifies attribution not as a binary technical
outcome, but as a strategic and informational condition marked by inherent ambiguity. In this
vacuum, the lack of timely, authoritative information creates a vulnerability that is frequently
exploited by hostile actors to manipulate public and political narratives.</dim:field>
