El Congreso está estructurado en cuatro ponencias, cada una de las cuales contó con tres expositores. En la prime - ra, «¿Qué es el liberalismo?», intervinieron Camilo Noguera (Santafé de Bogotá), Flavio Alencar (Rio de Janeiro) y Julio Alvear (Santiago de Chile). Seguidamente, expusieron en la sesión sobre «La evolución del liberalismo» Francisco Flórez (Santafé de Bogotá), Juan Fernando Segovia (Mendoza) y Fernán Altuve-Febres (Lima). El liberalismo, con su desconocimiento del orden, teológico y natural, es la tentación de nuestro tiempo. Sin alejarse de ella no hay gobierno posible para las sociedades.
