Diseño e implementación de una estrategia de aprovisionamiento por parte de una operadora de telecomunicaciones a nivel mundial
Abstract
Este proyecto forma parte de un plan de transformación de PWC sobre una operadora de
telecomunicaciones cuyo modelo actual de negocio presenta una problemática de sobrecoste.
Esta transformación se basa en definir e implantar distintos métodos de trabajo de manera más
eficiente, y bajo una perspectiva tanto a corto como a largo plazo.
Esta transformación se ha visto dividida en tres iniciativas distintas.
• Por un lado, la transformación de la organización, en base a esta búsqueda de eficiencia y
la variabilización de los costes.
• Por otro lado, transformar la estrategia de sourcing, es decir, innovar en modelo de
compra de accesos offnet, en base a la concentración en un número reducido de
proveedores y apalancando la bilateralidad.
• Y por último, y es en esta iniciativa en la que consiste este proyecto de fin de master en
cuestión, llevar a cabo la transformación del modelo de compras de equipos.
El objetivo principal es, en definitiva, diseñar e implantar un modelo más eficiente de
aprovisionamiento de equipos e infraestructuras de Red en una operadora de telecomunicaciones
que opera a nivel internacional, sin afectar a los clientes ni a la calidad del servicio.
Actualmente la compra de equipos se realiza a través de un intermediario denominado
Integrador. Esta entidad facilita tanto la compra al fabricante, como la logística hasta el
destinatario y la posterior instalación de los equipos.En este proyecto se plantea un escenario en el que esta operadora de telecomunicaciones compra
directamente al fabricante, eliminando por tanto, la figura del integrador.
A día de hoy las funciones del integrador son las siguientes:
• Compra de equipos: la empresa le envía una serie de requisitos más o menos estándar
(según el cliente) al integrador. Éste casa estos requisitos según ofertas existentes del
fabricante o de su propio stock de equipos, gestionando de este modo sus propias
necesidades, siendo este proceso completamente opaco para la Operadora.
• Coordinación logística: el integrador se encarga de los trámites con Comercio Exterior,
aduanas y aranceles. Se debe tener en cuenta que la operadora tiene a la mayor parte de
su clientela en Europa (no hay aduanas), en USA y América del Sur.
• Gestión de la instalación de los equipos: el mismo integrador se encarga de instalar el
equipo o de gestionarlo con algún instalador local si no tiene presencia en el país en
cuestión.
El proyecto ha contado con una fase de diseño de la estrategia y posteriormente de
implementación de la misma. La implementación contó a su vez, con tres fases que se avanzaron
en paralelo:
• Realización de pilotos: se ejercerán las funciones que actualmente realiza el integrador.
Será primordial documentar las lecciones aprendidas en cada piloto puesto que ello
servirá para establecer un proceso y optimizarlo, así como para dimensionar la carga de
trabajo e identificar sinergias y desdoblamientos. Una de las funciones que más impacto a
ocasionado en el desempeño de los pilotos ha sido la de coordinador logístico. Esta figura
era, hasta el momento del proyecto, desconocida para la operadora, y supuso desde el
primer momento un gran reto. Esta función incluyó, entre otros, la elaboración de
diversos documentos tales como packing list o facturas comerciales, así como una
investigación exhaustiva para comprender la gestión aduanera y el pago de aranceles,
desde las dimensiones de las distintas mercancía, hasta la elección de incoterms.
• Dimensionamiento: análisis del impacto de este nuevo modelo de aprovisionamiento en
cada una de las áreas de la compañía.
• Certificaciones: los fabricantes requieren un cierto nivel de capacitación por parte de los
empleados de la operadora si ésta quiere comprar directamente de ellos los equipos.
Han sido esencialmente importantes para la elaboración de este proyecto herramientas tales
como las matrices RACI o la elaboración de diagramas de flujo, para facilitar la asignación de
tareas tras la transformación del modelo de compras. De este modo, es posible optimizar los
recursos utilizados y agilizar el proceso de compra, todo ello resultando en un mejor servicio
para el cliente.La utilidad de la realización de los pilotos no reside únicamente en contabilizar los ahorros que
se generan al transformar el modelo de compras, sino también en observar qué partes del proceso
son las más restrictivas y en consecuencia aprender para futuras compras. Por tanto, los pilotos
no sólo ratifican la oportunidad de negocio y permiten dimensionar el esfuerzo y los recursos
necesarios en el futuro, sino que funcionan como curva de aprendizaje. La representatividad de
los mismos se postuló, por tanto, como un aspecto determinante para demostrar desde una
perspectiva práctica que esta transformación cumplía con los objetivos impuestos.
Desde una perspectiva teórica, esta transformación se sustenta en la investigación llevada a cabo,
ya que, como bien se desarrollará en el estado de la cuestión, no se debe subcontratar en el caso
de que el proveedor tome decisiones de negocio en representación de la organización,
especialmente si este servicio es estratégico y da lugar a una dependencia de terceros en una de
las partes más core del negocio. This project is part of a transformation plan of PWC on a telecommunications operator whose

This transformation is based on the definition and implementation of different working methods
in an efficient way, and under a short and long-term perspective.
This results in:
• Cost reduction
• Transformation of fixed costs in variable costs depending on the activity
This change is divided in three different initiatives:
• On the one hand, an organizational transformation, based on this pursuit of efficiency and
variabilization of costs.
• On the other hand, changing the sourcing strategy.
• And finally, and this is the initiative that concerns this project, implementing the
transformation of the purchasing and procurement of equipment model.
The main objective is the design and the implementation of a more efficient procurement of
equipment and network infrastructure model in a telecommunications operator that works at an
international level, without affecting negatively the customers and the quality of the service.Nowadays, the purchasing of equipment is done through an intermediary denominated
Integrator. This entity’s main function is to buy from the manufacturer, coordinate the logistics
and the installation of the equipment.
Throughout this project a different scenario is developed. In this setting, the figure of the
integrator is deleted, and the Operator buys directly from the manufacturer.
The main functions of this Integrator are as follow:
• Purchasing of equipment: the Operator sends a number of requirements more or less
standardized (depending on the client) to the Integrator. They proceed to find out the
existing offer of the manufacturer or their own stock that best fits the final customer,
managing this stock depending on their own needs as this process is completely opaque
for the Operator.
• Logistics: the Integrator is in charge of the different contacts and formalizations with the
Exterior Commerce area, custom duties and tariffs. It must be taken into account that the
Operator has the most of its customers either in Europe (no borders), or in the USA and
South America.
• Managing the installation of the equipment: it is also the integrator’s duty to install or
manage the installation of the equipment with a local installer if they have no presence in
the designated country.
There would be a design and an implementation phase in this project. This implementation stage,
would count at the same time with three different phases that would be developed together:
• Purchasing pilots: it would be our duty to carry out the same roles than the Integrator. It
is vital at this stage to state the different key lessons from each pilot, as this would be
useful to develop an optimized process, measure the workload and identify synergies.
One of the functions that impacted most in the performance of this project was logistics
coordination. The fact is that until the execution of this new model, this function was
inexistent in the firm, and therefore, form the very first moment this part of the project
was found a challenge. This function included, among others, the development of several
documents such as packing lists or commercial bills, as well as an exhaustive
investigation to fully understand customs management and the payment of different
tariffs, from the dimensions of goods, to the election of incoterms.
• Measurement of workload: analyze the impact of this new purchasing model in each
department of the company.
• Certifications: the manufacturers require a determined level of instruction in the
employees of the company, if they want to buy directly from them, with no
intermediaries.
Some tools have been essentially relevant along this project, such as RACI matrixes or optimization of flow charts, in order to improve the task assignation after the transformation of
the purchasing model. This way, it is possible to optimize the resources used and speed up the
process, generating a better service for customers all in all.
These purchasing pilots are valuable not only because they are a way of calculating the savings
between both models, but also because they can be used as a way of identifying the most
restrictive parts of the process and learn for future purchases.
Therefore, pilots don’t only verify this business opportunity; they also make it possible to
calculate the workload and the human resources that will be needed in the future, they act as
learning curve. The representativeness was thus a determinant aspect to indicate from a practical
perspective that this transformation fulfilled the established objectives.
From a theoretical point of view, this transformation is based on the investigation accomplished,
as it can be seen in the state of art, outsourcing only makes sense if the supplier does not make
business choices in the name of the company, especially if this service has a strategic
significance for the firm and develops a dependency on third parties in one of the core parts of
the business.
