dc.description.abstract | Los métodos de financiación y los principios generales que rigen la política de gasto de una institución son claves para entender y analizar la eficiencia del mismo. En los últimos años, en España, han salido a la luz una copiosa cantidad de casos de corrupción derivados de un uso ilícito y descontrolado de los fondos públicos. La nueva Ley de Contratos del Sector Público, intenta poner fin a semejante problema. En Estados Unidos, por otro lado, cuentan con un sistema de financiación, en cuanto a los Cuerpos y fuerzas de Seguridad se refiere, que asemeja a las instituciones públicas a empresas, ya que tienen que buscar financiación por sus propios medios, de tal manera que estas instituciones dedican grandes esfuerzos a conseguir dicha financiación y, por tanto, son conscientes de la responsabilidad y seriedad que requiere el gasto de los fondos obtenidos. Realizaremos una comparativa entre el sistema de licitación español y estadounidense, destacando los beneficios e inconvenientes de un sistema económico-liberal. El trabajo girará en todo momento en torno a los principales problemas que tienen que afrontar algunos proveedores que contratan con la administración pública, centrándonos en aquellos que suministran a las Fuerzas y Cuerpos de Seguridad del Estado. | es-ES |
dc.description.abstract | In order to analyse the efficiency of the spending of an institution, it is key to first understand its financing methods and the general principles that govern its spending policy. In recent years, the illicit and irresponsible use of public funds has led to an outrageous amount of corruption-related trials inside Spanish courts. A very recent amendment in our public procurement law has tried to put an end to such problems. In the United States, on the other hand, this is much of a less problem due, in part, to their fundraising and financing systems, influenced by a more liberal economic culture, that likens public institutions to private companies. The effort that involves raising sufficient funds to run their operations is key to avoid fraud and misspending tax-payer’s money. Through this study we will make a comparison between the Spanish police forces procurement system, influenced by its civil law, and the American one. The study will, at all times, try to analyse the problems that contractors have to face when contracting with the Spanish public Administration and in particular those that arise when procuring the Spanish Police Forces. | en-GB |
