¿Por qué otras formas de cooperación «más eficaces» sólo tienen un uso limitado en la actualidad? Esto se debe a que la ayuda bilateral permite a los países donantes imponer condiciones a los receptores y satisfacer también sus intereses políticos, militares, geoestratégicos o comerciales. Por tanto, los Gobiernos son reacios a ceder una parte de sus fondos a organizaciones multilaterales, ya que pierden el control, no solo del destino de las ayudas sino también del tipo de actividades que gestionarán las instituciones públicas internacionales como Naciones Unidas, la Unión Europea, El Banco Mundial o el Fondo Monetario Internacional. En los últimos 25 años la ayuda multilateral ha crecido gracias a una concienciación por parte de todos los países, que muchos de los problemas del desarrollo no pueden solucionarse de forma unilateral y que para luchar contra ellos es necesaria una agenda global y la participación de todos los Estados, ricos y pobres. ¿Por qué otras formas de cooperación «más eficaces» sólo tienen un uso limitado en la actualidad?
