dc.description.abstract | En septiembre de 2005, en la Cumbre Mundial de las Naciones Unidas, todos los Estados Miembros aceptaron formalmente la responsabilidad de cada Estado de proteger a su población del genocidio, los crímenes de guerra, la limpieza étnica y los crímenes contra la humanidad; así como el derecho de otros Estados a intervenir si dicho gobierno no puede o no quiere protegerlo. Sin embargo, la Responsabilidad de Proteger es un principio todavía incipiente que plantea diversos problemas en la práctica, impidiendo su consagración como una solución eficiente para poner fin a esos delitos de Derecho internacional. Como se puso de manifiesto en los casos de Libia y Siria, el desacuerdo entre los miembros del Consejo de Seguridad hace necesaria una reforma del mismo, para garantizar una aplicación más eficaz de la Responsabilidad de Proteger, la cual implicaría a su vez un compromiso por parte de los miembros permanentes de restringir su derecho de veto. | es-ES |
dc.description.abstract | In September 2005, at the United Nations World Summit, all Member States formally accepted each State's responsibility to protect its population from genocide, war crimes, ethnic cleansing and crimes against humanity; as well as the right of other States to intervene if that government is unable or unwilling to protect it. However, the Responsibility to Protect is still an incipient principle that poses a number of problems in practice, preventing its enshrinement as an efficient solution to put an end to such crimes under international law. The cases of Libya and Syria brought to light the disagreement among the members of the Security Council, requiring a reform of the Council to ensure a more effective implementation of the Responsibility to Protect, which would in turn imply a commitment by the permanent members to restrict their veto power. | en-GB |
