La crisis migratoria en Europa

Abstract

Las migraciones desde países en desarrollo a Europa ha sido un fenómeno muy común a lo largo de los años. Este flujo de migrantes ha tenido lugar por causas muy diversas – políticas, socioeconómicas, familiares, culturales o bélicas- y por distintos medios. No obstante, la reciente Crisis de Refugiados en 2015 a raíz de la guerra en Siria y otros países no ha hecho más que agravar la intensidad de este flujo, poniendo a Europa en una situación muy comprometida. El objetivo de este trabajo es el de analizar la Política de Migración Europea, así como la respuesta de los distintos Estados y la gestión conjunta que se ha llevado a cabo para solventar esta crisis. Al mismo tiempo, se tratará de examinar las tendencias y volúmenes de estos flujos dentro de los distintos países europeos y los motivos de estos patrones. Finalmente, se realizará un estudio en profundidad sobre la necesidad de inmigración en la UE por los problemas de envejecimiento poblacional, así como las crecientes tensiones intra-europeas causadas por esta delicada situación, y la contradicción entre valores e intereses nacionales y las consecuencias futuras de esta crisis que, en muchos aspectos están siendo visibles ya. En un momento complicado para la Unión Europea en el que sufre una crisis de integridad, confianza e identidad, esta situación no ofrece soluciones fáciles ni tiene una respuesta sencilla. Por lo tanto, este trabajo busca dar una valoración objetiva sobre las medidas adoptadas por la UE para hacer frente a este problema, así como considerar las distintas alternativas para solucionar la crisis en una unión económica de Estados en la que la cooperación para administrar de manera conjunta el flujo de migrantes parece crucial.

The migration influx from developing countries to Europe has been a very common phenomenon over the past years. This flow of migrants has taken place for a variety of reasons - political, socio-economic, familiar, cultural or warlike - and through different means. However, the recent Refugee Crisis in 2015 following the war in Syria and other countries has only aggravated the intensity of this inflow, putting Europe in a very compromised situation. The aim of this paper is to analyze the European Migration Policy, as well as the response of different States and the joint management that has been carried out to solve the crisis. At the same time, it will examine the trends and volumes of these flows within different European countries and the reasons for these patterns. Finally, an in-depth study will be carried out on the need of immigration to combat the European aging population, as well as the growing intra-european tensions caused by this delicate situation, and the contradiction between values and national interests and the future consequences of this crisis, which in many aspects are already visible. At a difficult moment for the European Union in which it is experiencing a crisis of integrity, confidence and identity, this situation does not offer easy solutions, nor does it have a simple answer. Therefore, this paper seeks to give an objective assessment of the measures adopted by the EU to tackle this problem, as well as to consider the different alternatives for solving the crisis in an economic union of states in which cooperation to jointly manage the flow of migrants seems necessary.
