Seguridad y migración : la eficacia de las políticas de integración en el ámbito de la UE

Abstract

Los movimientos migratorios y el movimiento de personas entre Estados son una realidad en cualquier sociedad contemporánea. Prueba de ello fue la denominada crisis de refugiados que experimentó Europa en 2015, con la llegada de miles de personas provenientes de Siria o Afganistán huyendo de la guerra en sus países natales. La Unión Europea, guiada por su principio fundamental de solidaridad, tuvo que realizar un gran esfuerzo para gestionar la llegada de estos migrantes y proporcionarles la ayuda que requerían.

A pesar de los potenciales beneficios que traen estos fenómenos migratorios a las economías y a las sociedades en general, todavía hay muchos que ven la inmigración como una amenaza a la seguridad y la prosperidad nacional. Sin embargo, para que estos beneficios sean realmente percibidos, debe realizarse una integración efectiva de los migrantes, de forma que formen parte de la sociedad en la que viven. Mediante este trabajo, se pretende desvirtuar la tesis de la peligrosidad de la inmigración y poner de manifiesto la gran importancia que tiene la integración efectiva de los migrantes.

Para ello, se realizará un análisis de las políticas e instituciones europeas en materia de inmigración e integración, con especial énfasis en el régimen jurídico de los refugiados y se analizarán cuáles fueron las respuestas nacionales a la hora de gestionar la crisis de 2015.

Migratory flows and the movement of people between states are a reality in any contemporary society. Proof of this was the so-called refugee crisis that Europe experienced in 2015, with the arrival of thousands of people from Syria or Afghanistan fleeing the war in their home countries. The European Union, guided by its fundamental principle of solidarity, had to make a great effort to manage the arrival of these migrants and provide them with the help they required.

Despite the potential benefits that these phenomena bring to economies and societies in general, there are still many who perceive immigration as a threat to national security and prosperity. However, it is true that for these benefits to be truly perceived, effective integration of migrants must take place so that they become part of the society in which they live. This paper seeks to challenge the thesis of the dangerousness of immigration and to highlight the great importance of effective social integration of migrants.

To this end, an analysis of European policies and institutions in the area of immigration and integration will be carried out, with special emphasis on the legal regime of refugees, complemented with an analysis of the national responses that took place in order to manage the crisis of 2015.
