Naturaleza de la Cooperación al Desarrollo de China vs. la Cooperación al Desarrollo del CAD: ¿la eterna bifurcación o la posible conciliación?
Abstract
El Comité de Ayuda al Desarrollo (CAD) es un foro internacional que reúne a los principales proveedores de cooperación al desarrollo, constituyendo así el referente mundial en el ámbito de la cooperación al desarrollo. Su mayor contribución, la Ayuda Oficial al Desarrollo (AOD), mantiene también su rol de patrón de oro en esta materia. No obstante, en los últimos años, el protagonismo del Comité y la AOD se ha visto amenazado por la creciente relevancia de otros actores e instrumentos en el panorama internacional de la cooperación al desarrollo. Se puede hablar así de un paradigma de cooperación al desarrollo al margen del CAD, protagonizado por los donantes emergentes, los donantes árabes y la Cooperación Sur-Sur. De este paradigma de cooperación paralelo, destaca el grupo de proveedores de ayuda Sur-Sur y entre ellos, China. Los paradigmas de cooperación del Comité y de China presentan notables diferencias. Sin embargo, principalmente a raíz de los cambios recientemente implementados por el gobierno chino en materia de cooperación al desarrollo – como la creación de una agencia especializada en esta área (CIDCA) –, es posible identificar ciertos puntos en común. Estos puntos plantean la posibilidad de una conciliación entre ambos paradigmas.
Este trabajo tiene como objetivo fundamental analizar la posibilidad de conciliación entre el paradigma de cooperación al desarrollo de China y el de CAD. Para desarrollar este objetivo, primero se analizarán la naturaleza e implicaciones del Comité, juzgando su posible carácter coercitivo. Después, se estudiarán las motivaciones del paradigma de cooperación paralelo. Finalmente, se examinarán los puntos en común y de fricción entre ambos modelos de cooperación con el fin de valorar una futura conciliación. Todo ello se verá en concreto desde la perspectiva de China, utilizando como ejemplo la ayuda al desarrollo desplegada en Brasil tanto por China como por Noruega. The Development Assistance Committee (DAC) is a unique international forum which brings together the largest providers of aid worldwide and acts as the role model in the international development cooperation arena. In line with it, Official Development Assistance, defined by the Committee, has become the main source of financing for development aid as well as a key measure used universally in this field. However, the development assistance regime is now being shaken by a growing number of donors who are changing the rules of the game. A growing group of non-DAC donors – which can be classified into emergent donors, Arab donors and South-South Cooperation – is gaining momentum. At the heart of this new paradigm is China. Despite the apparently irreconcilable differences between the DAC’s and China’s development cooperation models, common ground can be found.
In light of it, this research paper will first examine the dynamics inside the DAC, along with the motivations behind the vibrant community of donors who have decided to deviate from the so-called Committee. Finally, through a comparative analysis of the traditional and the Chinese paradigms of international development cooperation, this work aims to explore the potential conciliation or peaceful coexistence between these two models.
