Análisis de la Ayuda Oficial al Desarrollo de España a Palestina de 1996 a 2018

Abstract

Los gobiernos y los actores de desarrollo necesitan preguntarse si se están adaptando eficazmente a las realidades locales que pretenden apoyar y a las condiciones internacionales. Por ello, este trabajo de investigación profundiza en la coherencia internacional y local de la Ayuda Oficial al Desarrollo (AOD) de España a Palestina. Para comenzar, se realiza un breve recorrido histórico de Palestina completado con las relaciones de España con Palestina a lo largo del período analizado. Esto llevará a presentar los datos de AOD de España a Palestina y a analizar la coherencia de dichos datos con lo que los expertos en la materia han considerado las principales circunstancias locales en Palestina e internacionales. En un primer lugar se estudia la evolución de los canales de distribución de AOD de España en Palestina y su previsibilidad, analizando su coherencia respecto a los principales estándares internacionales. Ello será acompañado con un análisis de la coherencia de la AOD española en los sectores clave de Palestina, estudiando si ha sido coherente a los principales acontecimientos que han impactado a cada sector de manera local (en Palestina) y a nivel internacional. Esto será completados con un análisis de la sociedad civil española a través del estudio de las actividades de las ONGD que reciben financiación pública y están presentes en Palestina. Finalmente, se cierra el análisis estudiando las circunstancias actuales que más influyen en la actualidad en la AOD de España a Palestina y los retos y oportunidades que presentan.

Governments and development actors need to ask themselves if they are adapting to the local reality they are aiming to serve and to international circumstances. Therefore, this paper studies the international and local coherence of Spanish Official Development Assistance to Palestine. Firstly, the evolution of Palestine and its relations with Spain is analysed. The ODA data will then be presented with the analysis of its coherence with what the experts on the topic have considered the main turning points in Palestine’s reality and in the international panorama. Firstly, there will be an analysis of the coherence of the predictability and channels of the ODA regarding the main international standards. An analysis of the ODA per sector will follow to study if its evolution has been coherent with the main events that have impacted each sector in Palestine and in an international level. Those analysis will be completed with an analysis of Spain’s civil society through the study of the main activities that Spanish’s NGDO undertake in Palestine. The final closing will come with an analysis of the current circumstances that have an impact on the current ODA flows from Spain to Palestine and the challenges they present.
